About this file

The document is a Request for Proposals (RFP 26-001) issued by the Santa Rosa County Board of County Commissioners in Florida for the purchase of a vacated courthouse and surrounding parcels located at 6865 Caroline Street in Milton. The RFP seeks proposals from developers to purchase the 3.6-acre property, which includes a 36,173 square foot building constructed in 1963, with a preference for mixed-use development that provides economic benefits to the downtown area. Proposals are due by 10:00 am on October 29, 2025, and must include work to demolish or renovate the building beginning within 12 months of purchase and substantially completing the project within 36 months.

The evaluation criteria will assess proposals across seven key areas: statement of qualifications (15 points), team experience (10 points), community engagement plan (10 points), relevant project experience (15 points), proposed purchase price (10 points), economic impact and market analysis (20 points), and development approach and timeline (20 points). Proposals will be evaluated on their financial capacity, understanding of the county's vision, design intent, implementation strategy, community involvement, project experience, and potential economic benefits. The property is zoned Downtown Commercial and is located near the Blackwater River, with proximity to recreational attractions like the Blackwater Heritage State Trail and Blackwater River State Forest, which may provide additional development opportunities.

County’s convenience. Upon such termination, the Contract Price earned to the date of termination shall be paid to

Respondent, but Respondent waives any claim for damages, including loss of profits arising out of or related to the early termination. Those Contract provisions which by their nature survive final acceptance shall remain in full force and effect. If the County orders a suspension, the Contract price and Contract time may be adjusted for increases in the cost and time caused by suspension, delay, or interruption. 2.19. FAILURE OF PERFORMANCE/DELIVERY

In case of default by the Vendor, the County after due notice (oral or written) may procure the necessary supplies or services from other sources and hold the Vendor responsible for difference in cost incurred. Continuous instances of default shall result in cancellation of the award and removal of the Vendor from the response list for duration of one

(1) year, at the option of the County.

2.20. AUDIT

If requested, respondent shall permit the County or an authorized, independent audit agency to inspect all data and records of respondent relating to its performance and its subcontracts under this bid from the date of the award through three (3) years after the expiration of contract.

Note: For respondent’s convenience, this certification form is enclosed and is made a part of the bid package.

2.22. INVESTIGATION OF RESPONDENT

The County may make such investigations, as it deems necessary to determine the stability of the respondent to perform the work and that there is no conflict of interest as it relates to the project. Office all required contract documents. The awarded contractor shall also deliver the policies of insurance or insurance certificate as required. All insurance documents shall be approved by Santa Rosa County Procurement

3. SCOPE OF WORK

3.1. Scope of Work

The Santa Rosa County Board of County Commissioners seeks proposals to purchase the 6865 Caroline Street vacated courthouse and surrounding parcels. Purchase shall include reusing or demolishing the building and/or constructing new facilities. Preference will be given to projects that provide for mixed-use development of the

8 | P a g e subject property by the private sector and demonstrate a positive economic benefit for the surrounding downtown area. Work to demolish or renovate the building must begin within 12 months of purchase and be substantially completed within 36 months of purchase.

Site access is available to bidders upon request; however, no pre-bid meeting is required or scheduled. Bidders may arrange a site visit by contacting the Procurement Department at procurementdepartment@santarosa.fl.gov .

3.2. Property Details

Parcel ID #: 03-1N-28-2530-02500-0010, 03-1N-28-2530-03200-0011, 03-1N-28-2530-03200-0050, and 03-1N-28-

2530-03200-0080

Address: 6865 Caroline Street, Milton, FL 32570

Total Size of 4 Parcels: 3.6 acres (approximately 36,173 square foot building) per Santa Rosa County Property

Appraiser

Zoning: The property is located within the City of Milton limits and is currently zoned D-CM (Downtown Commercial).

3.3. Project Details

The Board is seeking proposals to reuse the land in a compatible manner that will logically promote the viability of the downtown area and encourage revitalization with the surrounding area. The subject property consists of an entire block and a majority portion of another block. The street between the blocks (Oak Street) has been temporarily vacated by the City of Milton to allow placement of modular structures. The modular units have been removed and it is planned for Oak Street to be reopened to traffic. The full block composed by the subject property is a square, situated south of Caroline Street, West of Willing Street, North of Oak Street, and East of Elmira Street. The remaining property constitutes excess or surplus land in the shape of roughly a backwards “L”, with frontage on Elmira Street, Oak Street and Willing Street. Both properties are within walking distance (and distant view) of the Blackwater River waterfront.

The Blackwater River is a nearly 57-mile-long waterway that originates in southern Alabama and flows through the

City of Milton, and beyond to Blackwater Bay, which eventually connects to the Gulf of Mexico. Water skiers, boaters, picnickers, and fishermen frequent the Blackwater River, and there are launch facilities on the opposite side of the river 17 from the subject neighborhood. The Blackwater Heritage State Trail also originates within the subject neighborhood. This is a paved rails-to-trails route of about 9 miles that is a popular recreational attraction, drawing cyclists, skaters, and joggers from surrounding areas. The neighborhood is also a gateway into the Blackwater River

State Forest, which contains 206,9000 acres, attracting campers, hikers, hunters, and canoers from outside the neighborhood. There are clearly key locational draws in and around the neighborhood that may one day become greater catalysts for spurring demand levels.

The main focal point of the neighborhood has historically consisted of the common wall buildings situated along both sides of Willing Street and the County Courthouse. While there is often a vacancy in these common wall buildings, for the most part they have stayed open and occupied with professional offices, restaurants, liquor stores, hair salons and similar endeavors. The trend of development in the downtown appears to be toward evening activities. The

Blackwater Bistro on Elmira Street does a booming business, with a craft brewery that is open next to it. There is a large open boardwalk running along the Blackwater River that attracts pedestrians and boaters, and sponsored band events often occur along its shoreline.

County records cite the main courthouse building as containing 41,632 SF of which 36,173 SF is labeled as heated.

These same records report the building was constructed in 1963. The building is extremely dated with obviously inflated operational costs due to its age. The current design features open courtrooms, judges’ offices, waiting areas, mailto:procurementdepartment@santarosa.fl.gov

9 | P a g e and bathrooms. The building is in obvious need of rehabilitation or removal. Repurposing the building for other uses and bringing it up to applicable codes is an alternative the Board would be willing to consider.

Without reducing entitlements, the site plan may be affected if FDOT determines easement space is needed for future traffic improvements along US Highway 90.

3.4. Project Design Guidelines

The Commission has highlighted several components that would be viewed favorably in a proposal:

• Preference is for a multi-story facility.

• Preserve the trees located on the East side of the building.

• All parking must be on-site.

• Preference will be given for commercial activity or residential-mixed use.

4. Evaluation Process Instructions

Santa Rosa County shall be the sole judge of the bid and the resulting negotiated agreement that is in its best interest and its decision shall be final.
