About this file

This is a comprehensive project manual and bidding document for the Clinton County Courthouse Snowmelt, Exterior Doors, and Concrete Slab Upgrades project located in St. Johns, Michigan, issued by Hobbs+Black Architects on July 10, 2024. The project involves replacing existing concrete and snowmelt systems on the South, East, and North sides of the courthouse building, replacing the South entry and other exterior doors, and repairing dilapidated concrete in the garage area. The project will be constructed under a single prime contract, with bids due on August 12, 2024, at 2:00 p.m. local time. A non-mandatory pre-bid meeting is scheduled for July 17, 2024, at 1:00 p.m. EST. The project timeline indicates substantial completion is expected by December 6, 2024, with final project closeout by December 30, 2024.

The project documents include two potential alternates: Alternate No. 1 involves the North Entry Snowmelt, and Alternate No. 2 addresses the South Exterior Entry Doors. The project has an allowance of $5,000 for owner-directed time and materials, and a $10,000 allowance for addressing potential unknown conditions in the substrate at the South building entry. This is a non-prevailing wage project subject to Michigan sales tax, with bid security required at 5% of the total bid. The contractor will be responsible for obtaining necessary permits, with Clinton County expected to waive building permit fees and reduce trade permit fees by 50%. The project emphasizes coordination with the owner to minimize disruptions to courthouse operations during construction.
