About this file
This document is an Administrative Directive (No. 06-020) issued by Sarasota County Government, specifically addressing the county's cellular telephone policy. The directive, originally issued on June 4, 2012 and most recently revised on December 23, 2019, establishes comprehensive guidelines for cellular telephone use and authorization within the county government. The policy outlines two primary options for county employees: Option 1 involves county-provided cell phones for shared on-call, seasonal, and group-specific needs, while Option 2 provides a taxable stipend for employees using personal cell phones for business purposes.
The policy provides detailed eligibility criteria for cell phone and smartphone stipends, with specific guidelines for different employee categories. For personal cell phone stipends, employees can receive a net $30 for a personal cell phone or $65 for a personal smartphone, contingent upon meeting specific requirements such as supporting Active Sync for county email access. The directive strictly prohibits personal use of county-provided devices, regulates texting, and mandates that employees maintain an active service contract, obtain a 941 area code, and provide their contact information to the Human Resources Department. Additionally, the policy addresses public records requirements, noting that cell phone records containing business-related numbers are considered public records and must be retained for one year.
