About this file

This is a Request for Proposals (RFP) issued by Sarasota County, Florida, soliciting proposals from staffing firms for declared emergency temporary staffing services. The RFP seeks to establish up to three contracts for providing temporary personnel during emergency situations, with potential position types including laborers, office/clerical workers, project managers, and healthcare workers. The anticipated contract term is not explicitly stated, but the county reserves the right to contract for a term less than or greater than initially indicated. The proposal requires detailed submissions including qualifications, experience, project approach, and organizational capabilities, with evaluations based on a scoring system ranging from unsatisfactory (1) to excellent (5).

The RFP includes specific requirements for billing rates, which must be stated as a percentage markup for each employee category, and comprehensive insurance coverage mandates. The estimated potential annual expenditure varies by position type, with laborers potentially reaching $100,000 and other categories around $25,000 each. The contract is funded through FEMA grants, which impacts certain preferences and requirements. Proposers must provide detailed documentation including employment screening procedures, payroll administration, reporting requirements, and rapid response capabilities (verbal response within 2 hours of notification). Local and American business preferences do not apply due to grant funding requirements, and the county maintains significant discretion in contractor selection and contract management.

In these cases, County staff may interview a pool of staffing-agency candidates before making a final choice. Other assignments will follow a more traditional temporary-staffing model, whereby the staffing agency provides a person registered with the firm to fill the County’s job requisition or subcontracts for specialized jobs with other firms that focus on specific roles, such as evacuation center management or other emergency roles.
