About this file

This is a Cost Proposal form issued by the State of Maine Department of Defense, Veterans and Emergency Management, Directorate of Facilities Engineering for compass rose recalibration services at the Army Aviation Support Facility located at Bangor International Airport in Bangor, Maine. The scope of work includes recalibration of an existing 120-foot diameter compass rose to FAA specifications, calibration and layout of new calibration marks, and painting of new lines to achieve accuracy within plus or minus 5-tenths degree in accordance with FAA AC-150/5300 specifications. The project requires submission of quotes no later than June 9, 2026, with project scheduling to remain flexible to accommodate weather conditions. A Certificate of Calibration valid for five years will be provided upon completion, along with collated reference data to satisfy FAA periodic calibrated test equipment requirements.

The cost proposal requires bidders to separately itemize charges for recalibration of the compass rose, layout and line painting, and travel costs, with painting not included in the recalibration scope but calibration marks to be provided for painting positioning. Sales tax is not applicable as the end user is a government entity. In the event the compass rose site is determined unsuitable for recalibration, only travel costs will be reimbursed. Wendy Buehler, Contract/Grant Specialist, serves as the coordinator for this request and can be contacted at wendy.m.buehler@maine.gov for additional information.
