1 The Opportunity

1.1 Overview & Goals

The Long Beach Public Utilities Department (LBPUD) is seeking qualified vendors to provide corrosion control and cathodic protection solutions for its natural gas distribution system within the City of Long Beach and the City of Signal Hill. The scope includes, but is not limited to, magnesium anodes (bare and packaged), cathodic protection and tracer wires, pipe wrap systems and primers, patch pads and exothermic weld protection, CP rectifiers and cabinets, flange insulation kits of various sizes, and associated cathodic protection services.

All materials and services shall be suitable for natural gas applications and comply with applicable industry standards, including AMPP/NACE requirements, LBPUD and City of Long Beach specifications.

Additional Background: The Gas Distribution system is comprised of approximately 900 active miles of main pipeline, approximately 87,000 services (or approximately 1,000 miles), and approximately 150,000 meters. The service territory encompasses nearly all of the City of Long Beach, all of the City of Signal Hill and two pockets of unincorporated areas of the County of Los Angeles.

System throughput is about ten billion cubic feet of natural gas annually. Approximately 95% of the natural gas is supplied through the four city gate that interconnect with Southern California Gas Company. The remaining 5% is supplied by local gas and oil producers through four metering stations. The Gas Dispatch function monitors system pressures, gas throughput and gas quality 24 hours per day via a SCADA system.

The system is split into several pressure districts with different maximum operating pressures. A backbone system consisting mainly of large diameter pipelines operating at 40 psig distributes natural gas to the various pressure districts through district regulator stations. Current pressure districts operate at 40 psig, 25 psig, 15 psig, 10 psig, and 7 psig.

LBPUD does not operate any natural gas transmission pipelines.

LBPUD was established as a municipal utility in 1924 after purchasing the Southern Counties Gas Company properties within the City boundaries. The original gas system or “Old System,” the predecessor of the current distribution system, began distribution of manufactured gas to customers in 1900 and the pipeline system consisted of cast iron, bare steel and wrapped steel. Natural gas was introduced in 1915. Throughout the 1950’s and early 1960’s, as the City grew, the Gas Department purchased assets within the City boundaries from Southern Counties Gas Company and Southern California Gas Company.

6. LOCAL PREFERENCE: In order to help support the success of businesses in Long Beach, the City of Long Beach has a local preference provision.

In bids for materials, equipment, supplies and nonprofessional services, Long Beach-based businesses meeting the criteria set forth below may have their bid price reduced by ten percent solely for the purpose of determining the lowest responsible bid (if selected as the winning bid, you would be paid based upon your actual bid price, not the reduced price).

7. MINIMUM ORDERS: No “minimum orders” will be permitted. Bids indicating a minimum order will be rejected.

8. BRAND NAMES AND SPECIFICATIONS: The detailed specifications and/or brand names stated are descriptive only and indicate quality, design and construction of items required. Whenever in the specifications any material or process is indicated or specified by patent or proprietary name and/or by name of manufacturer, such specifications shall be used for the purpose of facilitating descriptions of the material and/or process desired and shall be deemed to be followed by the words "or equivalent.”. The contractor may offer any material or process which shall be equal in every respect to that so indicated or specified, provided however, that if the material, process or article offered by the contractor is not, in the opinion of the LBPUD, equal in every respect to that specified, then the contractor must furnish the material, process or article specified or one that in the opinion of the LBPUD is the equal thereof in every respect. Offers will be considered to supply articles substantially the same as those described herein but with minor variations. Bidders must describe variations in the bid. Substitute items must be equal in quality, utility and performance. The phrase “or approved equal” throughout the specifications means that the LBPUD in its sole and absolute discretion shall make the final determination whether or not the substitute items are equal.

Failure to so comply will be cause to reject bid. Also, any equipment must conform with the Safety Orders of the California Division of Industrial Safety and OSHA regulations.

The LBPUD reserves the right to reject at any time any or all bids.

19. OFFER VALIDITY: Bid shall be subject to acceptance by the LBPUD for a period of three

(3) months unless a lesser period is prescribed in the quotation by Bidder.

20. NO GUARANTEE: The LBPUD’s purchases of goods and services are based on the LBPUD’s actual needs and requirements. All quantities stated herein are only ESTIMATES.
