About this file
This is a Compilation of Performance Work Statements (PWS) for waste management and sanitation services at Camp Grayling Joint Military Training Center in Michigan, covering the period of July 7–26, 2026.
Performance Work Statement 1: Waste Dumpster Services requires the contractor to provide sixteen (16) roll-off refuse dumpsters with approximately 20-cubic-yard capacity, positioned at designated static locations throughout the training area with no relocations required. Dumpsters must be emptied and serviced every 48 hours to prevent overflow. The contractor is responsible for maintaining a 10-foot trash-free circumference around each dumpster, repairing any damage caused during placement or removal, and ensuring compliance with all environmental, local, and federal waste disposal regulations. A per-unit quote structure is required, with billing adjusted based on shifting state and federal training schedules. All contractor labor hours, including subcontractor hours, must be reported via SAM.gov in accordance with FAR 52.204-14/15 and DFARS 204.17.
Performance Work Statement 2: Portable Toilet (Portajohn) Services requires provision of 334 portable toilet units distributed across 41 locations at specified Military Grid Reference System (MGRS) coordinates, with 331 units permanently positioned and 3 units held as static float/reserve units. Service frequency is every 48 hours, including cleaning, restocking of toilet paper and hand sanitizer, and initial delivery and setup by specified drop dates (July 7–12, 2026). The contractor must ensure all human waste and black water comply with environmental regulations.
Performance Work Statement 3: Grey Water Holding Tank Services requires four (4) grey water holding tanks with minimum 2,000-gallon capacity for containment of used water from kitchen field sanitation operations. Tanks must be emptied and pumped every 48 hours, with a total of 14 emptying events capped across the contract period. Two tanks are positioned at specified BEB and BSB field feeding sites from July 12–20, 2026, with two additional tanks for subsequent locations to be clarified for July 19–22, 2026.
All three services require full compliance with installation access and security requirements, Department of Defense background checks and badging, the federal anti-trafficking-in-persons policy (FAR 22.17), and organizational conflicts of interest mitigation (FAR Subpart 9.5). Performance will be evaluated against a Quality Assurance Surveillance Plan (QASP). The contractor furnishes all personnel, equipment, tools, materials, supervision, and quality control; no government-furnished property, materials, or equipment are provided.
