About this file

This document is a question-and-answer sheet related to an Invitation for Bid (IFB) issued by the Illinois Department of Children and Family Services (DCFS) for Statewide Fingerprinting Services, Contract No. PO25-041. The IFB seeks to establish a multi-year contract to provide background checks, photo identification, live scan, and ink fingerprinting services on an as-needed basis. The question-and-answer sheet addresses topics such as the service provider's ability to process fingerprints for youth in care, the contract term, data availability by county/region, integration with the Illinois State Police on FBI Rap Back, the use of digitized authorization forms, and electronic pre-registration of applicants. The document also discusses the DoIT Terms and Conditions, including the requirement for Statement on Standards for Attestation Engagements (SSAE-16) certifications, the use of ISP cost centers for fingerprint submission fees, and potential price adjustments for material changes to the scope of services.

The Biometric Information Privacy Act (740 ILCS 14/) is applicable to this procurement, and the successful supplier will be considered a contractor, subcontractor, or agency of a state agency. The IFB document provides information on the bid items and their weighting, as outlined in Section 2.1.
