About this file
This is a contracting briefing presentation outlining the Defense Logistics Agency Aviation's (DLA) acquisition strategy for C-5M Super Galaxy structural honeycomb panels. The 409th Supply Chain Management Squadron at Robins Air Force Base is expanding its qualified vendor list for over 500 National Stock Numbers (NSNs) of honeycomb panels used in the aircraft. The current strategy involves an Industry Day scheduled for August 3-4, 2026, in Warner Robins, Georgia, to attract new vendors. Historical procurement data shows that since 2020, the government has awarded 26 different NSNs totaling $1,713,102 through 18 delivery orders among three small businesses, with individual delivery orders ranging from $6,725 to $497,000 and averaging $97,389. Most orders involve low-volume, high-value procurements typically ranging from 1 to 10 units per NSN, with initial tooling and set-up costs covered through a Material Related Set-up CLIN.
Qualified contractors must meet specific requirements including Source Qualification Statement (SQS) compliance, approval from the C-5 Engineering Division (AFLCMC/WLSEBA), ISO 9002 or AS9100 certification, registration in System for Award Management (SAM) and Enhanced Joint Certification Program (EJCP), and Cybersecurity Maturity Model Certification (CMMC) Level II. The government seeks manufacturers capable of producing complex, adhesive-bonded structural honeycomb panels with expertise in facility contamination control, autoclave operations, adhesive life tracking, bond line surface preparation, aircraft loft data interpretation, and 3D model generation. No first articles are required for qualification. The government's acquisition approach will be determined by industry responses to a forthcoming Sources Sought notice on SAM.gov, which may result in either a small business set-aside or full and open competition. Standard delivery timelines include 180 days for material set-up, 180 days for production, and 90 days for follow-on delivery orders.

Previous Honeycomb Panel Contract Strategy Each Delivery Order was competed among all 3 SBs 18 Delivery Orders since 2020 Largest DO was for $497K and Smallest DO was for $6,725 Average DO was $97,389.12
The goal was for each NSN to be awarded using LPTA (Total Evaluated Price based on the Material Set Up Fee + Production Unit Price) Speedy and requires no additional cost or price analysis due to adequate price competition IAW FAR15.403-1(b)(1)
Competition wasn’t always achieved, and as a result IAW R-DFARS 215.202-71 Only one offer, cost or price analysis was required Slow process and requires the Government to ask the contractor for justification of price and can be frustrating to the contractor who submitted a competitively priced quote originally
Current Honeycomb Panel Acquisition Strategy Industry Day Kick off 3-4 Aug 2026 to gain exposure of industry
Future Sources Sought Notice to be posted on SAM.gov Industry responses will drive either SB Set Aside or Full and Open Competition Lack of Industry Responses can hurt the Government’s acquisition strategy
Requirements to Remember CMMC Level 2 requirement by Nov 2026 IAW DFARS 252.204-7021 CMMC Implementation Phase 2 was set to begin on 10 Nov 2026; however, as of 13 Jul 2026, all CMMC Implementation Phase 2 requirements (and beyond) are suspended EJCP certified (DLA Requirement) IAW DLAD 25.79 Must be certified to receive Government data/drawings so you can bid on NSNs
Q&A for Everyone What issues are you experiencing in the market with suppliers?
Can any of the issues be forecasted or fixed?
Is there any way to get the material faster?
Are the Government delivery times realistic?
180 days for Material Set up 180 days for Production 90 days for a follow-on Delivery Order previously awarded/delivered
Do you have preference over a long-term contract that locks prices in for 2,3,4 years at a time OR break it up into multiple purchase orders each Fiscal Year that could be priced more accurately/aggressively?
