About this file

This document is a Contract User Guide for the DFS-Speaker-2023 contract, which covers speaking/lecturing/training services on an as-needed basis for the Department of Fire Services (DFS) in Massachusetts. The contract duration is from 12/6/2022 to 11/30/2032 with no options to renew. The contract is open for use by all entities under a separate contract execution. Vendors must register in the CommBuys system and submit an Application/Attachment A to the DFS hiring division. The DFS division will review and evaluate the application, and the Fiscal/Purchasing Department will execute the vendor contract, which can take 6-8 weeks.

The contract provides pricing and purchase options, with some sample topic pricing available on the Application/Attachment A. Vendors may also provide quotes for additional topics. The DFS division is responsible for performing due diligence on pricing and requesting quotes if multiple speakers can address the required topic. The Application/Attachment A sets the pricing for the contract term, and only out-of-state speakers are eligible for expense reimbursements, which must be confirmed on the Engagement Confirmation Form. Payments to speakers are made after the speaking engagement, with standard terms of 45 days from the date of a completed invoice.
