About this file

This is a sample contract template document between the City of Gainesville, Florida, operating as Gainesville Regional Utilities (GRU), and a contractor for grounds maintenance services at the Eastside Operations Center. The solicitation seeks qualified bidders to provide comprehensive grounds maintenance including supervision, labor, equipment, and materials for landscape care such as mowing, string line trimming, edging, and tree and shrub maintenance, as well as specialized environmental management of stormwater systems, ponds, and wetlands at the facility located at 4747 North Main Street in Gainesville, Florida. The maintenance schedule requires bi-weekly service from March 1st through October 31st and monthly service from November 1st through February 28th, with work performed between 7:00 am and 6:00 pm. The mandatory pre-bid meeting is scheduled for April 17, 2025, with proposals due electronically by May 8, 2025, at 2:00 pm, and contractor selection planned for June 6, 2025. The contract term is three years with the potential for two one-year renewal options, with possible extensions for an additional six months to allow for completion of a new solicitation.

Pricing will be structured with a monthly cost for services and an hourly rate for additional work. Annual price adjustments are limited to 5% or the lower of the Producer's Price Index (PPI) or Consumer Price Index (CPI), with price increase requests requiring documentation and submission at least sixty calendar days prior to the contract anniversary date. Required qualifications include proof of insurance with $1,000,000 in commercial general liability, $1,000,000 in automobile liability, statutory workers' compensation, and an additional $1,000,000 in excess liability coverage; three verifiable references from similar projects; a list of four employees; an equipment list; an on-site safety plan; and evidence of at least five years of business in Florida. No specific set-aside designations, incumbent vendors, or budget ranges are identified in the solicitation documents, though the comprehensive nature of maintenance requirements and extensive site infrastructure suggests a significant contract value.
