About this file
This is a specification document for Contract No. 41020, issued by the County of Sacramento Department of Water Resources and the Sacramento County Water Agency, for the Vineyard Surface Water Treatment Plant (VSWTP) Filter Repair Project. The project involves furnishing all labor, materials, and equipment for the removal and replacement of silica sand media in Filter #7 at the VSWTP facility in Sacramento, California. The scope of work includes procuring new sand, removing approximately 1,024 cubic feet of existing spent sand and 2,048 cubic feet of anthracite filter media, inspecting and repairing joints between walls and floors, installing new approved sand within the filter cell, and reinstalling the anthracite media. The project is divided into six bid items: mobilization and demobilization (lump sum), removal of existing anthracite filter media (lump sum), sand removal from the south cell (lump sum), internal filter repairs (lump sum), procurement and installation of new sand media (unit price per cubic foot), and filter restoration (lump sum). The contract completion time is forty (40) working days, with liquidated damages assessed at five hundred dollars ($500) per calendar day for delays.
The bidding process requires contractor submission of detailed materials documentation, including certification that silica sand meets ANSI/NSF Standard 61 and ANSI/AWWA B100 standards, along with laboratory analyses confirming uniformity coefficient, acid solubility, specific gravity, effective particle size, and gradation. Acceptable silica sand suppliers include CEI Filtration, Inc. (Ohio), Northern Filter Media (Iowa), Unifilt Corporation (Pennsylvania), and Carbon Activated Corp. (California). The filter specifications require silica sand with an effective size of 0.55±0.05 millimeters, uniformity coefficient less than 1.5, specific gravity greater than or equal to 2.64, and a twelve-inch depth after washing. Prior to installation, contractors must submit an Installation Test Plan and coordinate with Agency operators on filter repair locations and sand disposal. Contractors are responsible for all compliance with COVID-19 guidelines, confined space certifications, OSHA regulations, environmental controls, and protection of existing improvements, with all associated costs included in the bid prices without additional compensation.
