About this file

This document is a Request for Qualifications (RFQ) #25-JB-032 issued by the Pinellas County School District in Florida for Continuing Contracts for Construction Management Services. The RFQ seeks to establish a list of qualified Construction Management at Risk (CMR) firms to provide ongoing construction management services. Interested firms must submit sealed electronic qualifications statements by 3:00 pm on February 25, 2025, through the District's OpenGov Procurement portal. The selection process will involve a comprehensive evaluation of proposals, including scoring of written submissions and oral interviews, with the intent to create a continuing contract listing for construction management services.

The evaluation criteria include assessing firms based on various factors such as general information, references, firm location, anticipated staff, firm experience, cost control, and scheduling capabilities. Firms will be evaluated and scored across multiple categories totaling 103 points, with emphasis on staff allocation, project experience, cost control, and local subcontractor participation. Additional requirements include providing current professional licenses, potential minority firm certification, insurance documentation, and various standardized forms such as non-collusion statements and drug-free workplace certifications. The District aims to promote equitable distribution of work and will award contracts to firms deemed most qualified and responsive to the solicitation.
