B. Background Information
The Oak Brook Butler Government Center, originally constructed in 1975, with a West Wing addition in 1998, serves as the administrative and civic hub of Oak Brook. It houses key municipal functions, including the Village Hall, Fire Station #94, Police Department, Public Works, and the Heritage Center, providing essential services to residents, businesses, and visitors.
The Village is issuing this Request for Proposals (RFP) in response to worsening conditions at the Butler Government Center that raise immediate concerns regarding safety, accessibility, and long-term viability. The facility is experiencing movement indicative of serious structural issues, indicated by significant cracking, shifting, erosion, and persistent water intrusion. As with many older structures, the facilities fail to meet current ADA standards, limiting accessibility for individuals with disabilities, and requiring a plan to make accommodations for transition to compliance.
This evaluation will assess major aspects of the buildings, including the envelope, structural components, persistent water intrusion, and ADA compliance. The goal is to identify current https://procurement.opengov.com/portal/oak-brook https://procurement.opengov.com/signup https://procurement.opengov.com/portal/oak-brook conditions, any potential issues that could compromise safety or hinder operations in the future and develop a plan to ensure structural integrity and ADA compliance of the facilities.
The Village anticipates a single point of contact to serve as consultant, although the consulting firms may use additional resources, partner firms, and/or multiple personnel for specific tasks.
Section 2. Scope of Services
The selected consulting firm must demonstrate they have technical and project management qualifications. At a minimum, the selected Consultant shall provide the following:

• Develop proposed solutions and cost estimates for persistent water intrusion issues, based on the items identified during the operational assessment.
• Develop design layouts and cost estimates for any required ADA transition components, based on the items identified during the operational assessment.
• Create a Capital Improvement Plan inclusive of a prioritized implementation schedule and associated costs for the items identified during the facility assessment.
The selected firm shall serve as the Village’s source for Professional Consulting Services for the Butler Government Center structural integrity, persistent water intrusion, and ADA compliance evaluation. The firm shall provide services to the Village under the terms and conditions of the final and executed Contract. The submitted proposal and this RFP will be attached to the final Contract.
