PSXE242001 Repair Interior & Exteriors Basewide
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform upgrades, repairs, and new construction to enhance base infrastructure and various facilities, to include all services, as defined in this SOW.
1.2 Background: The Base requires properly maintained and adequate Air Force and Air National Guard compliant facilities and infrastructure to provide mission requirements in support of the 10 PAA KC-135R Air Refueling Wing, 119th Cyber Operations Squadron (COS), 241st Engineering Installations Squadron (EIS), and the Air National Guard Training and Education Center. The maintenance of base infrastructure is vital to preserving a large portion of the Base capital investment. Civil Engineering primarily serves as base sustainment and maintenance. Existing resources and personnel do not exist to perform large scale repair and construction activities, therefore contracted services are required to complete necessary upgrades, repairs, and construction of base infrastructure and various facilities.
1.3 The Period of Performance shall be 365 days after notice to proceed.
1.4 General Information:
1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 0700 – 1700 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be located at McGhee Tyson Air National Guard Base. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this SOW when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.
1.4.1.1 Telework: The Government does not permit the contractor to telework in support of this requirement. In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure that the Government's mission-critical operations stay operational during times of national emergency or incidents of national significance. Telework shall be at no additional cost to the Government.
1.4.1.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary.
The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

4/5/2024 FIELD MOLDED SEALANT FOR SEALING JOINTS 32 01 19-1
IN RIGID PAVEMENTS
SECTION 32 01 19
FIELD MOLDED SEALANTS FOR SEALING JOINTS
IN RIGID PAVEMENTS
PART 1 - GENERAL
1.01 SYSTEM DESCRIPTION
A. Joint Cleaning Equipment
1. Tractor-Mounted Routing Tool
Provide a routing tool, used for removing old sealant from the joints, of such shape and dimensions and so mounted on the tractor that it will not damage the sides of the joints. The tool shall be designed so that it can be adjusted to remove the old material to varying depths as required. The use of V-shaped tools or rotary impact routing devices will not be permitted. Hand-operated spindle routing devices may be used to clean and enlarge random cracks.
2. Concrete Saw
Provide a self-propelled power saw, with water-cooled diamond or abrasive saw blades, for cutting joints to the depths and widths specified or for refacing joints or cleaning sawed joints where sandblasting does not provide a clean joint.
3. Sandblasting Equipment
Include with the sandblasting equipment an air compressor, hose, and long-wearing venturi-type nozzle of proper size, shape and opening. The maximum nozzle opening should not exceed ¼ inch. The air compressor shall be portable and capable of furnishing not less than 150 cfm and maintaining a line pressure of not less than 90 psi at the nozzle while in use. Demonstrate compressor capability, under job conditions, before approval. The compressor shall be equipped with traps that will maintain the compressed air free of oil and water. The nozzle shall have an adjustable guide that will hold the nozzle aligned with the joint approximately 1 inch above the pavement surface. Adjust the height, angle of inclination and the size of the nozzle as necessary to secure satisfactory results.
4. Waterblasting Equipment
Include with the waterblasting equipment a trailer-mounted water tank, pumps, high-pressured hose, wand with safety release cutoff control, nozzle, and auxiliary water resupply equipment of sufficient capacity to permit continuous operations.
The nozzle shall have an adjustable guide that will hold the nozzle aligned with the joint approximately 1 inch above the pavement surface. Adjust the height, angle of inclination and the size of the nozzle as necessary to obtain satisfactory results.
A pressure gauge mounted at the pump shall show at all times the pressure in psi at which the equipment is operating.
5. Hand Tools
Hand tools may be used, when approved, for removing defective sealant from a crack and repairing or cleaning the crack faces.
4/5/2024 FIELD MOLDED SEALANT FOR SEALING JOINTS 32 01 19-2
IN RIGID PAVEMENTS
B. Sealing Equipment
1. Two-Component, Cold-Applied, Hand-Mix Sealing Equipment
2. Mixing equipment for FS SS-S-200 Type H sealants shall consist of a slow-speed electric drill or air-driven mixer with a stirrer in accordance with the manufacturer’s recommendations.
1.02 SUBMITTALS
A. Product Data
1. Printed copies of manufacturer’s recommendations, 30 days prior to use on the project, where installation procedures, or any part thereof, are required to be in accordance with those recommendations. Installation of the material will not be allowed until the recommendations are received. Failure to furnish these recommendations can be cause for rejection of the material.
2. Equipment – List of proposed equipment to be used in performance of construction work including descriptive data, 30 days prior to use on the project.
B. Samples
1. Samples of the materials (sealant, primer if required, and backup material), in sufficient quantity for testing and approval 30 days prior to the beginning of work.
No material will be allowed to be used until it has been approved.
1.03 QUALITY ASSURANCE
A. Test Requirements
1. Test the joint sealant and backup or separating material for conformance with the referenced applicable material…
