STATEMENT OF WORK (SOW)
FOR
NTEA182006 Construct 241st Security Measures
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform upgrades, repairs, and new construction to enhance base infrastructure and various facilities, to include all services, as defined in this SOW.
Background: The 241st EIS requires a safe, functional, and secure Air National Guard facility and compound to support the operational missions of the 241st Engineering Installations Squadron. This Geographically Separated Unit requires enhanced security measures to provide security and protection of personnel, facilities, and equipment.
Controlled and secure Installation and Building entry is required.
The existing facility sits within property permitted by the Army Reserve and is accessed by a motorized gate controlled by the Army Reserve. Existing vehicle entry gate, perimeter fencing, and internal fence man gates provide substandard security control regarding POV’s and public access. Army Reserve personnel often leave perimeter gate open and unmonitored. The 241st facility is a standalone military facility located in a public commercial and industrial section of North Chattanooga, TN. The existing compound is geographically separated and is not authorized Security Forces personnel. A recent active shooter incident in the local Chattanooga area that took the lives of several military members at a recruiting facility which has highlighted the need to enhance ATFP measures where military facilities are integrated into public settings. The POV parking area is located between the perimeter fence and the 241st Facility. No security fencing exists between the POV parking area and the facility. Existing sliding gates for vehicle access to the parking area and building are not reliable without an electronic locking system, and as originally constructed for being 100% secure when closed during daily operations and after hours. All segments of the chain link barrier fencing are not reinforced and can be penetrated easily by a light vehicle with little or no vehicle damage. Access through existing gates is not controlled through remote electronic locking and access control systems.
The security of base infrastructure is vital to preserving a large portion of the Base capital investment. Civil Engineering primarily serves as base sustainment and maintenance.
Existing resources and personnel do not exist to perform large scale repair and construction activities, therefore contracted services are required to complete necessary upgrades, repairs, and construction of base infrastructure.
1.3 The Period of Performance shall be 365 days after notice to proceed.
1.4 General Information:
