About this file

This is a Consolidated State Law Affidavit required by the City of Gainesville, Florida, for vendors seeking to contract with the City for promotional testing services for the Gainesville Police Department. The affidavit establishes compliance requirements across multiple Florida statutes and serves as a prerequisite for bid submission. The City of Gainesville is procuring a comprehensive promotional testing process for three sworn police ranks: Corporal, Sergeant, and Lieutenant. The procurement requires vendors to develop and administer a multi-component assessment including a 100-item multiple-choice written examination, assessment center exercises with in-basket exercises and oral presentations, candidate orientation sessions, and assessor training. Vendors must demonstrate a minimum of three years of experience in police promotional processes. The mandatory pre-solicitation meeting precedes the submission deadline of January 26, 2026, at 3:00 p.m. through the City's OpenGov procurement portal, with a question submission deadline of January 13, 2026. The contract term extends from execution through July 31, 2027, with an optional one-year renewal through July 31, 2028.

The affidavit requires vendors to attest to compliance with Florida statutes addressing public entity crimes, scrutinized companies lists, E-Verify employment verification, anti-human trafficking provisions, economic incentives to foreign countries of concern, and foreign country of concern restrictions. Vendors must certify that neither they nor their affiliates appear on convicted vendor lists, discriminatory vendor lists, or antitrust vendor lists. The City offers local business participation preferences for vendors holding a valid City of Gainesville business tax receipt issued at least six months prior to bid opening with a physical business address within city limits. Small and Service-Disabled Veteran Business enterprises are encouraged to participate. Living wage requirements apply with rates available on the City's website. Reimbursable travel expenses are processed according to City of Gainesville policies and standard GSA rates. Vendors must submit detailed cost proposals for each component of the promotional testing process, though specific contract value is not stated. The City reserves the right to reject any or all proposals and to terminate negotiations if satisfactory contract terms cannot be reached.
