Please take note that it is essential that you register on the DUNS and SAM database in order to continue providing services to the US Embassy. Please may I ask that you register your company as soon as possible. Please forward proof of your successful DUNS and SAM registration as soon as you receive it. I have provided detailed instructions below:

The Federal Acquisition Regulation (FAR) at FAR 4.11 requires all foreign contractors to be registered in the SAM database prior to award of a contract, for those actions at or over $30,000, for work performed outside the United States. Registration is free of charge.

There’s new help available for foreign organizations/companies trying to complete SAM.gov registration. Two new documents titled Quick Start Guide for International Registrations and Helpful Hints for International Registrants are now available. This information and other tools, such as a video guide to NCAGE registration, may be accessed by going to the SAM.gov homepage, clicking Help in the top navigation bar, then clicking International Registrants in the left navigation pane. The site also includes the official registration links to DUNS and NCAGE requests. Contracting and Grants Officer and CORs and GORs are encouraged to familiarize yourselves with the helpful information, including watching the 30-minute video, so that you are better prepared to assist your recipient organizations or successful contractors with questions.

The DUNS should be fairly simple, just go to the Dun & Bradstreet website:

http://www.dnb.com/get-a-duns-number.html click on the link on the says “Request a DUNS number for doing business with the government”. This will take you to a screen that will ask for the contact details concerning your company which will need to be completed. They should get your DUNS to you within a day or two.

All contractors shall be registered in the SAM (System for Award Management) Database: https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore prospective offerors are encouraged to register prior to the submittal of their quotations. The guidelines for registration in SAM are also available at: https://www.statebuy.state.gov/pd/Pages/AdditionalVendorReg.aspx The SAM registration is a bit more complicated but it will also be asking for your DUNS number and for a NCAGE code number. I suggest that you request the DUNS and the NCAGE code prior to registering in SAM.

You’ll need to go to the following website for the NATO Cage number: http://www.dlis.dla.mil/Forms/Form_AC135.asp.

Select the option for companies registering outside of the U.S. which is the NATO Support Agency. They indicate that you should have this NCAGE number in 3 business days. Please be consistent regarding your company’s contact details on each registration.
