MARION COUNTY PUBLIC WORKS

ENVIRONMENTAL SERVICES

REQUEST FOR OFFERS

FOR PURCHASE OF SURPLUS COMPOST

General Information Marion County Public Works Environmental Services operates a yard debris composting facility at the Brown’s Island Demolition Landfill. The compost is analyzed in accordance with the United States Composting Council guidelines. Analytical data is available upon request.

In general our product is mature, high nutrient, low contaminant compost that has been covered through the winter and is currently at or near optimal moisture content. All of the material is derived from yard debris and has been screened at ½ inch particle size.

The compost is typically used for County and other governmental projects, however, at this time there is a surplus of 50,000 cubic yards. Marion County is offering 50,000 cubic yards of compost in whole or part (minimum 250 cubic yard lot size) for sale to the highest Offeror(s). The existing stockpile is located at the Brown’s Island Compost Facility, 2895 Faragate Ave. South, Salem, OR 97302. (Off of Homestead Rd. via South River Road)

A 9-yard loader and operator are available for utilization at the site. The County will provide loading, but will limit the time allotted to that task. During the loading process, the workday hours shall be limited to 8:30 a.m. to 4:00 p.m. Truck counts or other volume-based calculations will be used to measure the actual volume of compost that is loaded. There are no scales at this facility.

Submission of Offers Compost will be awarded to the highest Offeror(s). The successful Offeror(s) shall purchase either the entire volume of 50,000 cubic yards, or a minimum of one of the 250 cubic yard lots. In any event, the total volume of 50,000 cubic yards, or lots of 250 cubic yards will be awarded to the Offeror(s) submitting the highest per-lot price.

For example - Offeror A submits the highest per cubic yard offer for one 250 yard lot, Offeror B submits a lower per cubic yard price for two lots, and Offeror C submits an even lower per cubic yard offer for the entire 50,000 cubic yard quantity. The order of award would be: Offeror A would receive one lot, Offeror B would receive two lots, and Offeror C would receive the remaining available quantity.

If there are identical offers received, County shall follow process outlined in OAR 137-046-0300.

All offers received by mail or delivery service must be plainly marked “Offer for Surplus Compost Sale” and include the Offeror’s name and address on the front of the envelope. Offers will be received until 1:00 PM on July 29, 2021. Offers shall be submitted via email, fax, mail or deliver to:

Marion County Public Works ATTN: James Wharton-Hess 5155 Silverton Rd. NE Salem, OR 97305 JWhartonHess@co.marion.or.us

Offers delivered by hand or delivery service shall be delivered to the same address during the normal business hours of 8:00 a.m. to 5:00 p.m. Monday through Friday. Offers must be received prior to the deadline in order to be considered for award.

Requirements The Offeror shall be responsible for inspection of the site and for informing themselves of the conditions relating to the site. Adjustments to the price specified in the offer shall not be allowed. The successful Offeror(s) shall assume full responsibility for any damage to the site resulting from their actions.

The successful Offeror(s) must complete a purchase agreement with Marion County, and must provide all transportation from the stockpile site. Following approval of the purchase agreement, the successful Offeror(s) shall begin and complete transportation of the compost within the agreed upon period outlined in the purchase agreement. All transportation of compost must be complete prior to the expiration of the purchase agreement term. Variation may be allowed dependent upon compost volume purchased. Marion County will load the compost using a front-end loader with a 9-yard bucket, and we have an elevated loading ramp to accommodate commercial trailers.

The successful Offeror(s) shall carry automobile liability insurance with a combined single limit, or the equivalent, of not less than the Oregon Financial Responsibility Law, ORS 806.060 ($25,000 property damage $50,000 bodily injury, $5,000 personal injury) or $500,000 each accident for bodily injury and property damage, including coverage for owned, hired or non-owned vehicles, as applicable.
