About this file

This is a Compliance Submittal Forms document for the Orlando Utilities Commission (OUC) GIS Utility Network Migration Project and Support Services (RFP PR8409) in Florida. The document establishes submittal requirements for qualified contractors responding to this procurement opportunity. Key requirements include submission of proposed subcontractors with identification of minority or women-owned business enterprise (MWBE) participation, with second-tier MWBE reporting required on a quarterly basis. Contractors must also identify potential economic development opportunities that could benefit the local Orlando area or the State of Florida, such as job creation or new facility leasing or purchasing. The proposal submission deadline is August 28, 2025, by 2:00 PM EST, with the project commencing in October 2023. The contract term is initially set for three years with a potential two-year renewal option.

This document addresses payment and performance bond requirements under Florida Statutes Section 255.05, specifying that contractors entering into formal contracts for public works must execute and deliver bonds with authorized surety insurers. For contracts exceeding $200,000, a payment and performance bond equal to the contract price is mandatory unless alternative security is provided. Acceptable alternatives include cash, money orders, certified checks, cashier's checks, irrevocable letters of credit, or securities listed in Part II of Chapter 625. Failure to provide the required bond or acceptable alternative security results in automatic proposal rejection. The document includes checkboxes for contractors to indicate which form of security they will submit and requires authorized signature, date, officer title, and printed name for compliance certification.
