About this file

This is a Notice of Intent to Award issued by the Orlando Utilities Commission (OUC) for the GIS Utility Network Migration Project and Support Services (PR8409). The notice announces that Epoch Solutions Group, LLC has been selected as the recommended awardee based on responses to the RFP, with the award recommendation scheduled for presentation at a future Commission Meeting. The project encompasses the migration of OUC's legacy Esri Geographic Information System from a geometric network-based platform to Esri's modern ArcGIS Utility Network solution, covering water, electric, and fiber networks. The initial contract term is set for three years with a potential two-year renewal option. The RFP was issued with a proposal deadline of August 28, 2025, at 2:00 PM EST, and the project is scheduled to commence in October 2023. The notice emphasizes that Epoch Solutions Group shall not acquire legal or equitable rights until a contract is fully executed, and OUC reserves the right to cancel the award notice or withdraw the solicitation entirely prior to contract execution.

The procurement requires the selected contractor to be an Esri Gold Partner with a minimum of ten years of GIS services experience and documented completion of at least two Utility Network implementations, preferably including electric and water experience. Bidders must be licensed to conduct business in Florida. The pricing structure utilizes hourly rates for various professional roles including Senior Project Managers, Database Administrators, Developers, Consultants, GIS Analysts, and Technicians, with differentiation between on-staff and subcontract positions and between standard and after-hours/overtime rates. No specific budget range or total contract value is explicitly stated in the award notice. No bid bond or payment and performance bond is required for this procurement. The project will require comprehensive IT security vetting through a detailed IT Security Questionnaire across seven cybersecurity domains. Inquiries regarding the award should be directed to Al Segura, Buyer for Strategic Sourcing Supply Chain Management at OUC.
