About this file

The document is a Questions and Answers file for the AFRL/DO Camera Array System solicitation, providing detailed technical and logistical information about the project at Springfield-Beckley Airport. Key technical details include requirements for plenum-rated cables, fiberoptic connectivity between the Control Tower and NAAMCE, power availability (120V and 240V), server rack space, and specific camera array capabilities such as 3-D positioning, 360-degree coverage, and aircraft detection range of approximately 4 miles for small general aviation aircraft.

The Q&A document addresses critical installation considerations, including tower structural load analysis, FAA height approvals (requiring a 7460 submittal), lightning protection standards, and potential equipment mounting configurations. Specific clarifications were provided on display wall usage, camera coverage (confirmed as continuous rather than scanning), and the requirement to detect small aircraft like Piper Cubs and Cessna 152s at a 4-mile range. The document supports the broader solicitation (COMBO-AFRL-PZLEQ-2025-0015) issued by the Air Force Research Laboratory for a camera array system to enhance SkyVision Ground-Based Detect and Avoid (GBDAA) effectiveness.

QUESTIONS AND ANSWERS

1. What kind of cabling is required throughout the facility?

Plenum-rated cables or new conduit are required in the space above the ceiling tiles in NAAMCE/AMOC.

2. What is the availability of fiberoptic or communication cabling at Springfield?

Fiberoptic cabling is available between the Control Tower, NAAMCE, and TACAN Station at Springfield-Beckley Airport?

3. How is cabling fed through the Control Tower?

The Control Tower has direct access from the base of the tower to the floor of tower cab (6 stories) via a cable chase. From the floor of the cab, there is conduit into the cab and up to the room of the tower. Access panels on the roof of the tower are available to connect cabling to the system.

4. What is the availability for server racks to be installed in the NAAMCE and Control Tower?

Space is available in the NAAMCE for server racks in the existing server room. There are multiple locations within the Control Tower for server rack installation.

5. What is the power availability at the NAAMCE and Control Tower?

Standard 120V power is available throughout the NAAMCE and Control Tower. 240V power is available and would be made available as required.

6. Will a load of 600 lbs spread over a 10 ft x 10 ft area require any additional load analysis for installation on the tower?

Unknown. As the owner of the tower, the City of Springfield doesn’t have the information or expertise to answer that question and that each contractor would have to work with a building engineer to make that determination. The City of Springfield has used Woolpert in the past to perform similar assessments. It is recommended, that contractors cost an option to perform the required structural analysis and subsequent permits.

7. Will 20 feet of additional tower on top of the Control tower require any additional approvals (FAA or City of Springfield).

Yes, an additional height of 20 feet will require approval from the FAA through a 7460. Any additional height above the tallest antenna will require this submittal. Also, any new equipment broadcasting a new broadcasting frequency will require an FCC License with a 7460 submittal.

8. Will we be required to meet certain lightning protection standards if we are above the currently existing lightning protection rods.

Yes.

9. Is it acceptable for us to utilize more than just the side wall for displays? We were considering using the back wall as well and spanning across the corner of the room.

Yes, 2 walls are available for Virtual Tower Display.

10. Requirements/Salient Characteristics #1: “Provides 3-D positioning and 360 coverage High probability of detection”.

We assume you want coverage from horizon to zenith. Do you require the camera array to have complete continuous coverage or will scanning be allowed?

Continuous coverage.

11. Requirements/Salient Characteristics #4: “Aircraft detection range of approximately 4 miles”.

What is the minimum size aircraft you want to detect at “4 miles low failure rate”?

Small General Aviation aircraft (i.e. Piper cub, Cessna 152).
