COMBINED SYNOPSIS/SOLICIATION 673rd CONS
JBER UNDERGROUND STORAGE TANK (UST) INSPECTIONS
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested, and a written solicitation will not be issued. Competition will be conducted in accordance with FAR 13.106.
(ii) Solicitation FA500025Q0001 is issued as a Request for Quotation (RFQ) for services detailed in Attachment 1- Performance Work Statement. In accordance with Attachment 1, the 773 CES needs State of Alaska underground storage tank operations inspection reports on underground storage tanks and their associated components on JBER, Alaska.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 17 January 2025. The DFARS provisions and clauses are those effective 17 January 2025. The DAFFARS provisions and clauses are those in effect to DAFFARS, effective 12 October 2024.
(iv) This requirement is solicited as a 100% small business set-aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 541380 with a small business size standard of $19M.
(v) The Pricing Schedule is incorporated as Attachment 2. Vendors shall complete Attachment 2 in its entirety and return with any other documentation/data as required by this synopsis/solicitation.
(a) The period of performance for this requirement is – Base Year: 01 May 2025 – 30 April 2026, CLIN 0001-0006 OY1: 01 May 2026 – 30 April 2027, CLIN 1001-1006 OY2: 01 May 2027- 30 April 2028, CLIN 2001 OY3: 01 May 2028 – 30 April 2029, CLIN 3001-3006 OY4: 01 May 2029 – 30 April 2030, CLIN 4001-4006
(vi) The government intends to award a firm-fixed price contract for Underground Storage Tank Operational Inspections. See Attachment 1, Performance Work Statement (PWS) dated 27 March 2025, for a full description of the Government’s requirement and the Attachment 2, Pricing Schedule.
(vii) Date Service Completed: Completion of services shall follow the Inspection Due Dates as listed in Appendix 3 of Attachment 1- Performance Work Statement. Monthly documentation and report deliverables are listed in Appendix 2.
(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services (Sep 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 https://www.acquisition.gov/far/subpart-12.6#FAR_Subpart_12_6 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
1. To assure timely and equitable evaluation of the quote, the vendors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the specific characteristics of this solicitation.
2. Specific Instructions: The response shall consist of two (2) separate parts:
a. Part 1- Price – Submit one (1) copy of the pricing schedule (Attachment 2)
b. Part 2- Technical Summary – Submit one (1) copy detailing the products and services to be performed with specifications that clearly demonstrate adherence to the Performance Work Statement (Attachment 1). Include in the technical summary a copy of license/certifications for all members that may perform work under this contract.
3. Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest price technically acceptable. Technical Acceptability, at a minimum, is defined as meeting all of the criteria in the Performance Work Statement in Attachment 1.
Price and Technical Acceptability will be considered.

(ix) FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) this provision has been tailored to this procurement and is provided in full-text below:
(a) The Government will award a contract resulting from this solicitation to the responsible vendors whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
a. Part 1- Price – Submit one (1) copy of the pricing schedule (Attachment 2)
b. Part 2- Technical Summary – Submit one (1) copy detailing the products and services to be performed with specifications that clearly demonstrate adherence to the
Price: The government will rank all quotes by price first. The government will then determine technically acceptability. If the lowest price quote is found acceptable, an award will be made without further consideration. If that quote is found acceptable, the Government will evaluate the next lowest quote for acceptability until an award can be made to the lowest priced acceptable quoter.
Technical Acceptability: Technical acceptability shall consist of meeting the specifications stated in the Performance Work Statement, Attachment 1.
Interchanges: The Government intends to award a Firm Fixed-Price (FFP) contract without interchanges with quoters. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. Interchanges are the contemporaneous exchange of information between the Government, at its discretion, and one, some, none or all quoters that provided quotes in response to the request for quotation.
Under FAR 13 procedures the Government may hold interchanges with quoters to address any aspect of the quote, which may include, but not be limited to, price and /or past performance.
Interchanges may be conducted in writing or as oral conversations will be conducted in a fair and reasonable manner and will not favor one quoter over another. Quoters do not have to be offered the opportunity for final quote revisions in response to interchanges.
(b) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.
(x) FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000) –
(a) The Government may extend the term of this contract by written notice to the Contractor at least 30 days prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60.

(xi) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Offeror Representations and Certifications—Commercial Products and Commercial Services (May 2024), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.

52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on https://www.acquisition.gov/ the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
DAFFARS 5352.201-9101 PACAF Ombudsman (Oct 2019)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman:
