Any offer, modi cation, or revision received after the time speci ed for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Of cer determines that accepting the late offer would not unduly delay the acquisition. However, a late modi cation of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government of ce designated for receipt of offers by the exact time speci ed in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time speci ed for receipt of offers will be deemed to be extended to the same time of day speci ed in the solicitation on the rst work day on which normal Government processes resume.
Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the
Offeror's initial offer should contain the Offeror's best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debrie ngs. If a postaward debrie ng is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency's evaluation of the signi cant weak or de cient factors in the debriefed Offeror's offer.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
502 CONS/PKBC, using one or more of the techniques de ned in RFO 15.404-1, will determine if the quote is fair and reasonable.
The offeror must provide all documents listed and comply with all quote instructions to be considered "responsive" to this RFQ.
The technical quote should be written so that the evaluator can make a thorough evaluation as to whether the quote meets the technical requirements of this solicitation. The technical quote shall be speci c, detailed, and complete as to clearly and fully demonstrate that the quoter has a thorough understanding and ability to perform the technical requirements in SOW. Statements such as "the Quoter understands", are considered inadequate. The technical quote may include photographs, brochures, previous work on similar requirements, etc., in order to fully explain the quoter's approach. The technical quote shall contain any reference to price.
For this procurement, best value determination will be made based on the Lowest Priced, Technically Acceptable (LPTA) Approach.
Offerors are advised that their initial submission shall represent their best effort. Only Technically Acceptable quotes, either initially or as a result of interchanges, are eligible for award. The Government will rank proposals by price and evaluate the technical acceptability of the three (3) lowest-priced offers on an Acceptable/ Unacceptable basis. If the initial three (3) lowest submissions fail to meet the speci ed technical criteria, the Government will continue assessing subsequent offers in order of price. The evaluation process terminates once the lowest priced quote is determined to be technically acceptable, although the Government reserves the right to evaluate additional quotes to establish adequate price competition. Contingent upon a determination of contractor responsibility IAW RFO 9.104, award will be made to the lowest-priced, technically acceptable offeror whose quote conforms to the solicitation requirements and the statement of work, without further evaluation of other offers.
below. The technical evaluation team will evaluate the factors identi ed below. For a quote to be rated as "Acceptable", all technical factors must be rated "Acceptable". If any technical factor is rated "Unacceptable", the overall proposal will be rated as "Unacceptable". The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and render the quote ineligible for award. The technical factors will receive one of the ratings listed below:
The offer clearly meets the minimum requirements of the solicitation.
Offer does not meet the minimum requirements of the solicitation.
Initially, the three (3) lowest-priced will be evaluated against the following technical factors. The Government will continue evaluating subsequent offers as necessary.
Does the quote meet the characteristics described in the Statement of Need and Salient Characteristics, as well as meeting the combined synopsis solicitation?
Did the offeror provide a technical approach to ensure the technical data meets the needs of this solicitation?
Did the quote provide the brand name speci ed in this solicitation?
Is the offeror registered in SAM.gov under the assigned NAICS code as a small business
(b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance speci ed in the offer, shall result in a binding contract without further action by either party. Before the offer's speci ed expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
