(i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A future contract award is conditioned on availability of funds at a date to be determined later. The government may reject any or all offers if such action is in the public interest; accept other than lowest offer; and waive informalities and minor irregularities in offers received IAW FAR 52.212-1(g).
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-24-Q-0042.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
(iv) This procurement is being solicited as a 100% set-aside for Small Business. The North American Industry Classification System (NAICS) code is 238330, “Flooring Contractors”, with a small business size standard of $19.0M. The Federal Supply Code (FSC) is 7220, “Floor Coverings.”

FAR 52.212-1 Addenda:
A. An Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vi) above and as attached to this solicitation therein. The award CLIN structure will be made in accordance with paragraph (v) above.
Any Offeror not conforming to the requirements herein shall be deemed ineligible for award.
B. Offerors shall submit:
1. Offerors shall complete paragraph v, in accordance with associated Performance Work Statement.
C. For either the site visit (if required) or submission of quotations, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S.
Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government-issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state, or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
D. A. Quotations will be evaluated based upon conformance to the provision FAR 52.212-1
Instructions to Offerors Addenda, in paragraph viii above, for completeness.
Nonconformance to Instructions to Offerors shall be deemed incomplete and evaluation of the quote will cease.
B. Award will be made to the lowest price conforming to the instructions to offerors.
Only one award will be made as a result of this solicitation.
C. The evaluation process shall proceed as follows:
Step 1: Evaluate all offers for completeness.
Step 2: Offerors shall be ranked by price in ascending order from lowest priced to highest. Quotations shall then be evaluated on the basis of how the quotation conforms to the required specifications as attached to this solicitation. Award shall be made to the lowest-priced quotation that also meets the required specifications contained in this solicitation.
Step 3: Conduct price fair and reasonableness on the awardee IAW FAR 13.106-3(a).
(xi) The provision at FAR 52.212-3, Offeror Representations and Certifications— Commercial Products and Commercial Services (May 2024) with its Alternate I (Feb 2024), applies to this acquisition. A completed copy of this provision must accompany your quotation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
