1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.
2. This solicitation is being issued as a Request For Quotation (RFQ).

Description:
316 FSS/FSDE (the Base Education and Training Office) has a need for Night Monitor Services for building 1413 on JB Andrews.
Andrews AFB. The Education Center on base frequently hosts college courses in the evenings and on weekends after normal business hours. The Night Monitor will provide supervision and security for the Education & Training Building during those periods.

All instructions, templates, and formats contained herein shall explicitly be adhered to; otherwise, a quote is determined to be incomplete and shall not be considered for award.
If you are the apparent awardee, the Government will notify you by sending a copy of the contract for your signature. The signed contract shall be returned to the Government within 48 hours of receipt. If you do not meet the required deadline, the Government reserves the right to award to the next technically acceptable offeror.

FAR provision 52.212-1, Instructions to Offerors -- Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted via email to the Contract Specialist and Contracting Officer listed above no later than the response deadline listed above.
2. Quotes must be valid for 90 days.
3. All questions must be email to the contract specialist and contacting officer by Friday December 6, 2024.

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
- Price
- IAW CLIN structure compared to all offerors and government estimate
- Technical
- Technical acceptability (Technical acceptability will be evaluated through an offerors quote being in accordance with the Performance Work Statement provided in Attachment 1.) The Contractor shall submit their technical approach for the completion of this effort and statement acknowledging they have the technical capabilities to perform the requirements as stated in the Performance Work Statement. The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Provide as specifically as possible, the actual methodology you would use for accomplishing/satisfying the effort as outlined in each specific task or Para number in the attached Performance Work Statement. Address your technical solution for meeting or exceeding the government’s minimum performance or capability requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. Do not merely reiterate the price of the requirements specified in the solicitation.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
The Government will evaluate the Total Evaluated Price (TEP) by evaluating all proposed CLINs and Optional CLINS for all years of performance. The TEP will include evaluation of FAR 52.217-8, Option to Extend Services. This option to extend the contract term shall be evaluated as part of the initial evaluation, whereby any resultant exercise of this option is within scope of the pending contract. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed six
(6) months. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six (6) month extension of services period because the Government will use the price of the final option year to calculate the price of the six
(6) month extension (i.e. the Government will price the six-month extension at 50% of option year CLIN 4001).
(c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
