1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued.

2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA4855-24-Q-0038 shall be used to reference any written quote provided under this RFQ.

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This requirement is being set-aside for: 100% SDVOSB.

The North American Industry Size Classification System (NAICS) code associated with this requirement is 423910 which has a small business size standard of 100 employees.

Description:

Cannon AFB is seeking a contractor to provide, deliver, assemble, and install a turnkey playground located inside Bldg 444, Cannon Fitness Center, 400 Air Commando Way, Cannon AFB, NM 88101. Play structure will consist of a structure with a minimum of two tiers, approximately 40 ft long and 28 ft wide, with a minimum of 1,500 and maximum of 1,900 sq feet surface area, and will accommodate children ages 1-3 and 4-12 in separate play areas at Cannon AFB, NM.

The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (b) first sentence revised as follows: “Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation.”

Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 21), applies to this acquisition and the following evaluation is applicable:

(a) The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotes: Technical, Past Performance, and Price.

1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met:

- Must be able to deliver all items in accordance with Attachment 1 – Statement of Work

2. Past Performance: Award will not be made to any offeror that has relevant negative past performance. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases.

3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.

Evaluation Criteria

(b) A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. If contacted by the Contract Specialist or Contracting Officer, please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
