STATEMENT OF WORK (SOW)

FOR

INSTALLATION OF INDOOR PLAYGROUND

CANNON AFB NM

21 July 2024

1. INTRODUCTION: Cannon AFB is seeking a contractor to provide, deliver, assemble, and install a turnkey playground located inside Bldg. 444, Cannon Fitness Center, 400 Air Commando Way, Cannon AFB, NM 88101. Play structure will consist of a structure with a minimum of two tiers, approximately 40 ft long and 28 ft wide, with a minimum of 1,500 and maximum of 1,900 sq feet surface area, and will accommodate children ages 1-3 and 4-12 in separate play areas at Cannon AFB, NM. This project is meant to enhance Airmen and Family Resiliency by providing state-of-the-art play environment for the dependents of our military community.

2. PERFORMANCE PERIOD: Contractor shall deliver all materials and equipment at time of installation within 30 calendar days of contract award.

3. GENERAL SCOPE OF WORK: (For detailed requirements and detailed descriptions see section 13) The contractor shall provide, deliver, assemble and install a two-tier custom themed main play area with multiple structures, (surface area of 1,500-1,900 SF) accommodating children ages 1-12, and with a minimum play capacity for 100 children. See section 13 for a floor plan of the facility, detailed floor plans can be provided upon request. All work shall be in accordance with federal, state, local laws, and regulations guideline established by the U.S.

Consumer Product Safety Commission (CPSC), the American Society for Testing and Materials (ASTM) for playground equipment, Americans with Disabilities Act (ADA), the Architectural Barriers Act (ABA), and this Statement of Work (SOW), Base Building Standards, Base Fire and Safety regulations. The contractor shall provide comprehensive technical documentation (cut-sheet) including product specifications that verify age-appropriateness on all equipment and surfacing.

3.1 All necessary interconnecting pieces, and any customer training shall be included.

3.2 The Contractor may request a site visit to facility to inspect needed space requirements.

3.3 The Contractor shall ensure their companies' safety program complies with U.S. Department of Labor (USDOL) Occupational Safety and Health Administration (OSHA) standards while performing work at Cannon AFB.

4. GOVERNMENT OVERSIGHT: The Government shall monitor the Contractor’s performance to ensure services are received.

5. DESIGN REQUIREMENTS: The project shall be designed in accordance with the RFQ using sustainable design principles and efficient practices. The design in the building and the materials selected shall be high quality, durable and easily maintained. The play structure must have a 40 inch high transparent fencing or barrier that surrounds it with two entrance points. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy, and coordination of all designs, drawings, specifications, and other documents or publications upon which the design and construction are based.

6. QUALITY OF WORK: Project documents shall be of sufficient detail to afford a clear understanding of the install work required. The work shall be organized in a manner that will assure thorough coordination between the various details on the drawings and the specifications.

The Contractor shall crosscheck all work until all conflicts have been reconciled.

7. DETAILED PLAYGROUND REQUIREMENTS MAIN PLAY AREA & STRUCTURES

Minimum size of 1,500 and maximum of 1,900 sf surface area with, with two levels of playground space that will allow up to 100 children in the space at one time.

One structure that reaches up to the maximum height allowable by code in the facility (11’

3”), is approximately 40’ long and 28’ wide, but no less than 35’ by 28’.

Potential features to include but not limited to slides (multiple shapes/designs), tubes, climbers, play house, multiple levels, small areas that open into a large space in the structures, multiple entry/exit points. The only restriction is there is to be no ball pit.

Ensure there are flat areas (no slope) designed for the toddler age group separated by fencing/barriers built into the design of the play area to ensure that the toddler age group cannot enter the school age group area.

Play structure must have a 40 inch transparent fencing or barrier with two entry points that will be used as a buffer between play environments and around the entire structure. Play structure should be set up in a way so slides and obstacles don’t exit into main customer walking paths.

Equipment shall be designed to encourage movement including balancing, standing, cruising, walking, eye-foot coordination, self-regulation, individualization from caregiver, functional play, sense of trust, communication, and cause and effect.

Must provide playground surfacing for entire area + 10% to cover any additional fall zones.

Design must include features that are covered in soft material.

Design must include safety mitigation measures throughout.

Surfacing must be easy to clean and meet all safety and fall standards Ensure design allows for safe exit in/out of play area Equipment should have ADA accessible features designed to facilitate children with Disabilities

ADDITIONAL REQUIREMENTS FOR ALL AREAS

Provide staff access points for cleaning, safety and maintenance Structure must be free standing with limited support from walls or ceiling Must be designed around beams, mechanical, electric, fire and other existing utilities Ensure all fire, building and playground safety codes are met

The materials used to make the playground equipment shall be high quality, durable and easily maintained.

Surfacing: Solid indoor playground surfaces shall be used as necessary throughout the play environments to ensure all fall areas are covered with the required surfacing. Surfacing must be easy to clean and be consistent over the entire play area.

All equipment manufacturers shall provide certifications which meet ASTM F1918 standard.

All surfacing materials under and around playground equipment must meet ASTM F1292

8. INSTALLATION OF PLAY STRUCTURE: The contractor shall assemble and install the structure and surfacing in accordance with the manufacturer’s specific instructions. This will include, but is not limited to manufacturing, purchasing, shipping, uncrating, assembly, anchoring and/or bolting the structure to the facility floor, placing approved surfacing in all required areas, removal of all shipping materials, and cleanup of site.

8.1 The contractor shall protect from damage all government and personnel property located adjacent to the work site and shall repair, replace or otherwise be held liable for all such damage.

Property includes, but is not limited to facilities, structures, furniture, equipment, materials, vehicles or items of supplies. Contractor shall also be responsible for providing a safe work area that also restricts access from facility occupants.

All work shall be performed in a skillful and workmanlike manner.

9. STANDARD WORKDAY/WEEK: Contractor shall submit a detailed schedule of all work to be performed including the time frame for installation and completion. Work should normally be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30-4:30 P.M. Mountain Time, excluding federal legal holidays and non-workdays resulting from holidays occurring on weekends. When the contractor desires to work at other than the aforementioned he/she shall submit a written request to Contracting Officer for approval, and written approval thereof shall be received prior to proceeding with work. The request shall be submitted at least 3 workdays prior to the proposed performance of work, and shall indicate the day/days/, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours.

10. FINAL CLEANUP: The contractor shall ensure that the worksite is secure at all times. All debris shall be removed and properly disposed of daily. Upon completion of work, the site shall be returned to its original condition. The contractor shall provide the 27th Special Operations Force Support Squadron staff with any manufacturer installation and care manuals at project completion.

11. WARRANTY ITEMS. Contractor shall warrant all labor and materials used for a period of 1 year from acceptance of work.

11.1 Response Time. There shall be a maximum 72-hour response time by the contractor on all work performed under this contract and identified as defective after acceptance of the item. The contractor shall notify the Contracting Officer assigned of the date, place, and time that the contractor will be on location to determine the cause of the problem. Response time shall be defined as the time from when the Contracting Officer contacts the contractor until the time the contractor is present at the location of the equipment with the appropriate personnel to determine what the problem is and what is necessary to correct the problem or malfunction.

11.2 Corrective Action. Shall be completed within 5 workdays from the time the contractor visits the location of the defective work. Where materials are required to correct a deficiency, corrective action shall be completed within 5 work days from the time materials are received.

11.3 Failure to Respond. If the contractor fails to respond within the time frame indicated above, the government shall declare the contractor non-responsive and shall take all actions necessary to correct the problem with government resources. All costs incurred, as a result of the government taking this action, shall be properly accounted for and back-charged to the contractor.

12. EQUIPMENT AREA: Equipment shall be designed to encourage movement including:

balancing, standing, cruising, walking, eye-foot coordination, self-regulation, individualization from caregiver, functional play, sense of trust, communication, and cause and effect.

13. FLOOR PLAN: Below is a general space use plan. The playground shall be installed in the far right, southern corner of the highlighted space.
