MALMSTROM AFB, MT
Laundry Services 3 December 2020
1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-21-Q-0001.
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02.
4. The Department of Labor Wage Determination Number 2015-5392, (Rev. -11), dated
06/30/2020, is incorporated by reference. The full text can be accessed electronically at:

5. This procurement is being solicited as full and open. The North American Industry
Classification System (NAICS) code is 812320 with a small business size standard of $6.0 million. The product service code for this procurement is S209.
6. When submitting your quotation, please utilize Attachment 2 Bid Schedule. The award
Contract Line Item Number (CLIN) structure will be made in accordance with formatting below, for each separate option period. The base period is shown below as an example. All task orders will be issued utilizing the unit pricing proposed within Attachment 2.

9. The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Jun 2020), applies to this acquisition.
FAR 52.212-1 Addenda:
Offerors’ quotation shall conform to the required Performance Work Statement (PWS) as referenced in paragraph (7) above and as attached to this solicitation therein. Offeror shall complete and provide specific items listed within the bid schedule; the award CLIN structure will be made in accordance with paragraph (6) above. Any offeror not conforming to the requirements herein shall be deemed unacceptable and therefore ineligible for award.
Notice to Offerors: The government may utilize Government Purchase Card to make payments for ALL or PARTIAL orders. Any associated Third Party fees shall be indicated on Attachment 2, Bid Schedule, row 5.
Offerors’ shall submit a Technical Questionnaire, which clearly outlines how the contractor intends to meet the technical requirements outlined in the PWS. Questionnaires shall then be evaluated on a “Go/No-go” basis derived from how the quotation conforms to the PWS as attached to this solicitation. The questionnaire will be used to determine the offeror's understanding of the requirement. Offerors who do not conform to this RFQ’s requirements, as noted in the Technical Questionnaire, may be deemed non-conforming and therefore ineligible for award.
Offerors’ shall submit completed representations and certifications regarding FAR 52.204-24 and FAR 52.204-26. Offerors who do not conform to this requirement may be deemed non-conforming and therefore ineligible for award.
Offerors’ determined to be large businesses IAW the small business size standard for this requirement shall submit a subcontracting plan IAW FAR 19.704. Large business Offerors who do not conform to the subcontracting plan requirements may be deemed non-conforming and therefore ineligible for award.
Offerors shall submit the following:
a. Attachment 2 – Offerors shall complete the workbook at Attachment 2, Bid Schedule, to include all Option Periods in accordance with (IAW) associated Performance Work Statement. NOTE: This document shall be submitted in both Excel and PDF Format.
b. Attachment 3 – Technical Questionnaire
c. Attachment 5 – Representations regarding FAR 52.204-24 and FAR 52.204-26
d. Submit Subcontracting Plan IAW FAR 19.704 (not applicable to small businesses).
Please note, requests for such information do not constitute a contract award.
The Government reserves the right to cancel this RFQ at any time.
All personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S.
Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation, and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Notice: Effective 11 June 2018, entities registering in SAM (and those renewing expired registrations) will be required to submit a notarized letter appointing their authorized Entity Administrator. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs.
Your quotation must remain valid through 31 March 2021. The expiration date of your quotation must be clearly marked.
Funding sources for this requirement will be both appropriated funds (APF) and Non- Appropriated Funds (NAF)

The minimum quantity and contract value for all orders issued against this contract shall not be less than the minimum quantity and contract value stated in the following table. The maximum quantity and contract value for all orders issued against this contract shall not exceed the maximum quantity and contract value stated in the following table.

10. The provision at FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition. Specific evaluation criteria is included in paragraph (a) of this provision:
Quotations will be evaluated based upon conformance to the Instructions to Offerors for completeness. Nonconformance to Instructions to Offerors may be grounds for an incomplete determination and evaluation of the quote will cease. The Government will conduct evaluation as follows for complete quotes:
a. Completeness – does the offer conform and meet all requirements outlined in the solicitation. This includes, but is not limited to, providing all required documents as referenced in paragraph (9) above and completing of FAR 52.212-3 Representations and Certifications FAR and DFARS reports in the System for Award Management (SAM) at www.sam.gov. Failure to provide and/or complete all requirements, including the technical questionnaire, may be grounds for an incomplete determination and render the offer ineligible for further consideration/evaluation.
b. All complete offers will be sorted in order from lowest to highest based on the Total Evaluated Price (TEP).
i. The offeror's total proposed price will be determined by multiplying the quantities identified in the Combined Synopsis by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts will be the offeror's total proposed price.
ii. In order to meet the requirements of FAR Parts 6 and 17, the government will evaluate the option to extend services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period prices to the offeror's total proposed price. Offerors are required only to price the base and option line items. Offerors shall not submit a price for the potential six-month extension of services period.
iii. The offeror's Total Evaluated Price (TEP) will include the base period, all option periods and the potential six-month extension of services period.
iv. The offeror must provide a Third Party payment fee for each year within Attachment 2, Bid Schedule. This fee will not be utilized within the TEP. However, this fee will be considered during the fair and reasonable determination. If this fee cannot be determined fair and reasonable, the offer may not be eligible for award.
c. A fair and reasonable determination will be made on the lowest priced quote based on TEP (and considering Third Party payment fee). If the lowest priced quote cannot be determined fair and reasonable, the next lowest price will be analyzed in ascending order until a fair and reasonable price can be determined. Award will be made to the quote with the lowest TEP that is determined fair and reasonable.
11. The provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial
Items (Aug 2020) with its Alternate I (Oct 2014), applies to this acquisition. All Contractors are required to have an active registration in the System for Award Management (SAM).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. 52.216-18 ORDERING (Aug 2020)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from 1 February 2021 (i.e. period of performance start date) through 31 January 2026.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered "issued" when—
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or
(3) If sent electronically, the Government either—
(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or
(ii) Distributes the delivery order or task order via email to the Contractor's email address.
(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.

52.216-19 ORDER LIMITATIONS (Oct 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor:
(1) Any order for a single item in excess of $200,000.00;
(2) Any order for a combination of items in excess of $400,000.00; or
(3) A series of orders from the same ordering office within (5) days that together call for quantities exceeding the limitation in subparagraph (1) or (2) above.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216- 21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above.
(d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within (2) days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
52.216-22 INDEFINITE QUANTITY (Oct 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum". The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum".
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 31 Jan 2026.
52.217-8 OPTION TO EXTEND SERVICES (Nov 1999)
(a) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and six months.
15. Defense Priorities and Allocations System (DPAS) is not applicable.
