1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA485523Q0065 shall be used to reference any written quote provided under this RFQ.

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This requirement is being set-aside for: 100% Small Business Set-Aside.

The North American Industry Size Classification System (NAICS) code associated with this requirement is 711130 which has a small business size standard of $15 million. Requirement Information

Description:

The 27 SOW Chapel has identified the need for a Catholic music director to lead the Cannon AFB Catholic Religious Rites and Practices services. These services include at least one rehearsal and performance per week on Sunday for the Catholic Mass as well as other occasions such as Holy Days of Obligation, Vigil/Anticipated Masses, and special services. Responsibilities include: leading and directing a musical performance team, preparing publications and audio-visual equipment for religious services, volunteers to provide the necessary instrumentals, vocals, lyrics, audio-visual, and technical support for the Cannon Chapel and Catholic Community, to include virtual capabilities in the event of Public Health restrictions.

Contractor may flex hours week to week to ensure they are maintaining an average of 10 hours per week.

The period of performance is 29 September 2023 – 28 September 2028 with one (1), twelve (12) month base year and four (4) twelve (12) month option years. The above period of performance does not include one (1) six (6) month option to extend services IAW FAR 52.217-8

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (b) first sentence revised as follows: “Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation.”

Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

Evaluation Criteria

FAR Provision *52.212-2, Evaluation -- Commercial Items (Oct 14), applies to this acquisition and the following evaluation is applicable:

1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met:

a. Offeror shall furnish a resume and complete Attachment 2 – Technical Experience Questionnaire.

b. Offeror shall indicate that they understand and meet all requirements outlined in Attachment 1 – Performance Work Statement. If a vendor has exception(s) to the requirements of the PWS, offeror shall clearly state all exceptions. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying each factor. The Government will evaluate the technical acceptability on an acceptable or unacceptable basis in accordance with the technical rating factors outlined. Offeror must be rated acceptable to be eligible for award.

2. Past Performance: Award will not be made to any offeror that has relevant negative past performance.

a. Complete RFQ Attachment 2 - Technical Experience Questionnaire. The Offeror must provide three (3) references (inclusive of prime and subcontractor). The Offeror’s technical offer (one completed questionnaire per Offeror) will be evaluated to determine technical acceptability. Limited to at least two (2) years of experience in musical, vocal, and audio visual skills within the last five (5) years preceding the release of this request for quote. The Offeror shall provide a resume of the person / employee who will be providing Music Director and Musician IAW in Attachment 1 – Performance Work Statement.

3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.

a. A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.

b. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
