Emergency Management Control System (EMCS) Upgrade 12 August 2024
(i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued. The government may reject any or all offers if such action is in the public interest; accept other than lowest offer;
and waive informalities and minor irregularities in offers received IAW FAR 52.212-1(g).
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-24-Q-0050.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
(iv) This procurement is being solicited as a brand name, 100% set-aside for Small Business. The North American Industry Classification System (NAICS) code is 238220 with a small business size standard of $19M.

(vi) Period of Performance: The period of performance shall be one (1) base year (15 September 2024—14 September 2025) followed by two (2) one-year option periods (15 September 2025—14 September 2027)

(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Sep 2023), applies to this acquisition.
FAR 52.212-1 Addenda:
A. An Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vii) above and as attached to this solicitation therein. Any Offeror not conforming to the requirements herein shall be deemed ineligible for award.
B. Offerors shall submit:
1. Offerors shall complete the workbook at Attch 4 CLIN 0001 Breakdown associated Performance Work Statement.
2. Offerors shall complete the CLIN structure in accordance with the table in paragraph (v).
C. For either the site visit (if required) or submission of quotations, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S.
Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government-issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state, or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
D. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation and shall continue to be registered until time of award, during performance and through final payment of any contract, https://www.acquisition.gov/far/52.212-1 http://www.dhs.gov/current-status-states-territories basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Offerors must annotate within their quotation whether they are impacted due to the SAM conversion of CAGE to UEI.
E. F. Notice to Offerors/Suppliers: Funds are presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

(ix) The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. Specific evaluation criteria are included in paragraphs (A) through (D) of this provision:
A. Quotations will be evaluated based upon conformance to the provision FAR 52.212-1 Instructions to Offerors Addenda, in paragraph ix above, for completeness.
Nonconformance to Instructions to Offerors shall be deemed incomplete and evaluation of the quote will cease.
B. The Government seeks to award to the responsible Offeror whose quote represents the lowest price technically acceptable. Only one award will be made as a result of this solicitation.
C. Two evaluation factors will be used to evaluate quotes

D. The evaluation process shall proceed as follows:
1. Price Evaluation
• Price fair and reasonableness will be determined in accordance with FAR 13.106-3(a)(1).
2. Technical Evaluation
• The technical approach of each offeror will be evaluated based upon the strengths, weaknesses, uncertainties, and deficiencies of the technical narrative. Each offeror’s technical narrative will receive an adjectival rating (see TABLE 1) based upon the capability to meet the period of performance and specifications designated by the Government in Attch 1.
A combined technical/risk assessment will be utilized to determine an offeror’s overall technical capability to successfully perform the requirements of this project. The Technical approach shall be submitted in the format of Attch 5.

Numerical Rating Adjective Rating Description 5 Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
4 Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
3 Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
2 Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
1 Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is Un-awardable.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days before contract expiration.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (Mar 2000)
The Government may extend the term of this contract by written notice to the Contractor within 30 days, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
