About this file
This is a combined synopsis and solicitation (RFQ) for roof repair services at Scott Air Force Base, Illinois, issued under the Department of War's Revolutionary FAR Overhaul framework.
The solicitation seeks a contractor to repair the roof of Building 5026 (MXG Main Hangar) at Scott AFB, restoring a watertight, safe envelope with a five-year remaining lifespan following catastrophic failure. The work is classified as commercial services under NAICS 236220 with a 1,250-employee small business size standard. The contract is firm-fixed-price with a negotiable period of performance and estimated magnitude between $500,000 and $1,000,000. Workers performing construction labor must be paid prevailing wages per Wage Determination IL20260007. Performance and payment bonds are required. The solicitation requires quoters to submit pricing sheets, a two-page resume of the proposed on-site supervisor, a technical narrative demonstrating project understanding with a proposed schedule for completion within 90 days, subcontractor information, any proposed PWS exceptions, and certifications/representations. Quotes must be submitted electronically to 126.ARW.MSC@us.af.mil with a 60-day price hold period. A mandatory site visit is scheduled for 26 August 2026 at 0900 Central; vendors must RSVP by 25 August 2026 and present REAL ID-compliant identification. Award will be based on a best-value analysis considering three factors: Technical Capability/Experience and Past Performance (combined, approximately equal to Price), with vendors attending the site visit receiving a technical rating boost. Vendors whose solutions were previously accepted in Special Notice W50S7S26RA002 receive an additional technical rating boost.

(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.
However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

RFO 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION)
(a) The Government will issue a purchase order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Factor 1: Technical Capability / Experience Factor 2: Past Performance Factor 3: Price
Technical Capability/Experience and Past Performance, when combined, are approximately equal to Price. As technical capability and past performance differences between quotes shrink, price will become more important in the award decision. The Government reserves the right to select other than the lowest-priced quote if the superior technical capability or past performance record of a higher-priced quote justifies the additional cost.
(b) Evaluation Methodology:
Factor 1: Technical Capability / Experience. The Government will evaluate the vendor’s demonstrated understanding of the requirement and their capability to successfully execute the work. This evaluation will be based on a review of the vendor’s submitted technical narrative, the proposed project schedule, the qualifications outlined in the on-site supervisor’s resume, the planned use of subcontractors, and the viability of any proposed changes or exceptions to the PWS. Vendors who attend a site visit will receive a boost in technical rating.
Additionally, all vendors whose solution was accepted per the details of Special Notice W50S7S26RA002, will receive an additional boost in technical rating.
Factor 2: Past Performance. The Government will evaluate the quality, timeliness, and cooperative relationship of the vendor's past performance on recent, relevant projects. The Government may utilize CPARS, past performance questionnaires, or other public and government records to conduct this evaluation.
Factor 3: Price. The Government will evaluate the proposed price for fairness, reasonableness, and unbalanced pricing.
(End of provision)
