About this file

This is a Performance Work Statement for a roof repair project at Scott Air Force Base in Illinois. Building 5026, an aircraft hangar housing the Maintenance Operations Center and senior Maintenance Group leadership, experienced catastrophic roof failure following a severe storm in May 2026 that caused water intrusion into administrative areas and damaged the fire alarm system. The primary objective is to restore a safe, watertight, and fully functional facility envelope to enable safe re-occupation for the building's remaining lifespan of approximately five years. The work scope includes repair of the northeast portion of the roof (approximately 29,900 square feet) by installing new HD ISO coverboard mechanically attached to the structural metal deck and fully adhered TPO membrane roofing over the coverboard. Additional tasks include flashing all walls and penetrations, removing and disposing of existing guttering and flashing along the north roof edge, and installing new guttering and downspouts fabricated from non-corrosive materials with powder-coated dark brown finishes.

The project will be executed as a stand-alone firm-fixed-price contract with a 120-calendar-day period of performance from the Notice to Proceed. The contractor must be an authorized and certified installer of the proposed membrane roofing system (Sarnafil or approved equal) with successful completion of at least three similar projects within the last five years, and must provide a manufacturer's 20-year no-dollar-limit watertight warranty plus a separate 5-year workmanship warranty. Work must accommodate an operational constraint requiring the main hangar bay to remain fully operational for aircraft maintenance, with all overhead work coordinated daily with Maintenance Squadron personnel to ensure no work occurs when aircraft are present. Work shall be performed during standard 8-hour days, Monday through Friday, between 7:30 a.m. and 4:30 p.m. local time, excluding federal holidays. The contractor must comply with Unified Facilities Criteria, National Fire Protection Association codes, and Scott Air Force Base Installation Facilities Standards, and must submit all material submittals using Air Force Form 3000 for approval at least 30 calendar days in advance of scheduled installation.

PERFORMANCE WORK STATEMENT (PWS)

FOR

REPAIR, Roof – B5026

VDYD262010

SCOTT AIR FORCE BASE, ILLINOIS

20 August 2026

1. REQUIREMENT:

a. BACKGROUND: Bldg 5026, an aircraft hangar housing the Maintenance Operations

Center (MOC) and senior Maintenance Group (MXG) leadership, has experienced a catastrophic roof failure. A severe storm on 18 May 2026 produced localized rainfall of 2-6 inches, which overwhelmed the degraded modified bitumen roof system. The failure resulted in a deluge of water into second-floor administrative areas, which directly caused the building's fire alarm system to short out and become inoperable. This has created a critical life, health, and safety condition, forcing the emergency evacuation of occupants.

The failure validates objective data from a 2022 roof inspection report and the current BUILDER SMS data, which lists the B30 ROOFING system at a failing SCI of 51 and the D40 FIRE PROTECTION system at a critical SCI of 18.

b. OBJECTIVES: The primary objective is to restore a safe, watertight, and fully functional facility envelope to allow for the safe re-occupation by the MOC and MXG leadership for the building's remaining lifespan (Approx. 5 years). The project will mitigate the failed roofing system by covering the failed roofing section with a new layer of coverboard and membrane. A separate project will be responsible for repairing all associated interior water damage and potential mold growth, and restoring the fire alarm system.

c. PROJECT LOCATION: All work will be at the 126ARW, Scott AFB, Illinois at Bldg 5026.

2. PROJECT ADMINISTRATION:

a. SITE VISIT: Contractor is responsible for verifying all measurements and conditions pre-bid. The Government intends to only hold one official site visit. Requests for additional site access must go through the 126th Contracting Squadron (126 CONS) point of contact (POC) listed in the Request for Proposal (RFP) letter. Any additional site access will be made available to all Contractors solicited for this project.

b. MEETINGS

i. Kick-Off Meeting/Project Schedule – Kick-off meeting to occur within one week of

NTP. Overall project schedule with milestone markers and 2-week look-ahead to be completed at kick-off meeting.

ii. The Contractor and/or his designated representative shall coordinate with the 126th Contracting office (126 CONS) and the 126th Civil Engineer Squadron (126 CES) on weekly progress meetings once the construction phase begins to ensure immediate resolution of coordination issues and adherence to the emergency schedule.

c. CONSTRUCTION EXECUTION METHOD: This project will be solicited and executed by the 126ARW as a stand-alone, firm-fixed-price (FFP) contract.

3. PROJECT SCOPE:

a. BASE BID (CLIN 001): Contractor shall provide all labor, materials, equipment, and supervision necessary to complete the following tasks in accordance with all applicable specifications:

i. Repair of Northeast Portion of the Roof (~29,900 SF): The existing roof is to remain in place. New coverboard and membrane will be installed to create a watertight envelope.

a. All existing roofing systems are to remain. All areas that are severely bubbled or swelling will be cut open, removed, and infilled to accommodate the new roof overlay.

b. Provide new HD ISO coverboard mechanically attached to the structural roof deck. The as-builts included for reference below indicate a metal deck is present for attachment of the new coverboard.

1.

2.

c. Install fully adhered TPO membrane roofing over new cover board.

d. Flash all walls and penetrations per the manufacturer’s specifications.

e. Remove and dispose of existing guttering and flashing along the North roof edge.

f. Install new guttering and downspouts similar to the existing. Scott AFB

Installation Facility Standards requires the downspouts to be fabricated from non-corrosive materials such as aluminum or zinc-coated steel. Provide powder-coated finishes in dark brown.

g. OPERATIONAL CONSTRAINT: The main hangar bay of Bldg 5026 must remain fully operational for aircraft maintenance throughout the entire period of performance. No work shall be performed directly over the hangar bay when an aircraft is present inside. The contractor is required to coordinate daily with the on-site Maintenance Squadron (MXS) point of contact, in conjunction with the 126 COR, to schedule all roofing work over the hangar bay only during windows of opportunity when the bay is empty.

4. QUALITY ASSURANCE:

a. INSTALLER QUALIFICATIONS: The roofing contractor must be an authorized and certified installer of the proposed membrane roofing system manufacturer (Sarnafil or approved equal). The contractor must submit proof of the manufacturer's certification for the proposed installation crew with their initial submittals. The installer must have successfully completed at least three (3) projects of similar size and scope within the last five (5) years.

b. ROOFING WARRANTY: The contractor shall provide a manufacturer's 20-Year, No- Dollar-Limit (NDL) watertight system warranty for the new roofing system.

Additionally, the contractor shall provide a separate 5-year workmanship warranty covering all aspects of the installation, including the temporary tie-in detail specified in

CLIN 001.

5. DELIVERABLES: Contractor shall provide all material submittals to the contracting office for review using the Air Force Form 3000 (AF3000).

6. SCHEDULE:

a. Performance period: The period of performance (PoP) for this project is 120 calendar days from the date that Notice to Proceed (NTP) is issued. All work, including submittals and closeout, must be scheduled to be complete within this timeframe.
