Adjectival Rating Description
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
2b. Factor 2: PRICE: There is no page limit for price.
(1) Submit the price quote in accordance with the line-item structure listed in the Attachment 2 Price Schedule and Amendment Acknowledgements of this solicitation. The Government will only evaluate prices submitted in accordance with Attachment 2. Price quotes must be firm-fixed price. Price quotes must include unit prices and extended amounts for each line item (i.e., multiply the unit price and quantity for each line item). Include the total price (i.e., sum of all extended amounts) in the price quote. Do not price CLIN 0004, 1004, 2004, 3004, 4004, 5004. The Government identified the amount for these CLINs. Include delivery terms and schedule, any discounts, and payment terms (e.g., Net 30) with the price quote.
(2) The Government will not provide contract financing for this acquisition. Invoicing instruction shall be provided at time of award. Complete the Price Schedule and Amendment Acknowledgements (Attachment 2).
(3) Rounding. The Price shall be entered into the spreadsheet in whole cents ($0.22, for example). Do not carry calculations out to thousandths or beyond ($0.2154, as in this example). Whole cents price shall be used for pricing. An Offeror’s proposed prices will be determined by multiplying the quantities identified in the Attachment 2 Price Schedule and Amendment Acknowledgements by the unit price for each item to confirm the extended amount for each. Unit prices shall prevail in the event the extended price is calculated incorrectly.
(4) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(5) Total Evaluated Price: The Evaluated Amounts for Base Period, Option Periods 1 through 4, and 6-month Extension Period will be summed for a Total Evaluated Price (TEP):
(Total Evaluated Amount for Base Period) + (Total Evaluated Amount for Option Period 1) + (Total Evaluated Amount for Option Period 2) + (Total Evaluated Amount for Option Period
3) + (Total Evaluated Amount for Option Period 4) + (Total Evaluated Amount for 6-Month Extension of Services) = Total Evaluated Price.
(6) Extension of Services. The Unit Prices for CLINs 400X will be summed and multiplied by six to derive the Evaluated Amount for Extension of Services: 6 x [(Unit Price for Item #4001) + (Unit Price for Item # 4002) + etc.] = Evaluated Amount for Extension of Services.
NOTE: Although the price evaluation uses Option 4 prices to calculate Extension of Services Amount, in the event the Government extends services under the authority of FAR 52.217-8, “Option to Extend Services”, the unit pricing of the last exercised option period, which preceded the extension, shall remain in effect.
(7) The Contracting Officer has determined there is a probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, Offeror’s may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of price.
(8) An Offeror’s proposal may be rejected if the Contracting Officer determines the lack of reasonable price information contained in any portion of an Offerors price proposal, or if a proposal is deemed unbalanced.
(9) Complete the Price Schedule and Amendment Acknowledgements (Attachment 2). The Price shall be entered into the spreadsheet in whole cents ($0.22, for example). Do not carry calculations out to thousandths or beyond ($0.2154, as in this example). The whole cents price shall be used for pricing.
(10) A written notice of award electronically mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, outlined in FAR 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote (or part of a quote) whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award.
2c. Factor 3 PAST PERFORMANCE: The page limit for past performance is limited to three
PPQ or references.
(1) Provide no more than three past performance questionnaires (PPQ) (Attachment 6) or references (Attachment 7) (total of three between the two types – PPQ or reference) of a similar complexity and scope (vehicle barrier maintenance and repair) to this effort performed within the last three years. Submissions after the third listed past performance questionnaire/reference will be deleted by the Government and not evaluated. Past performance can include ongoing efforts. If the Offeror claims there is no past performance, then that status must be identified to the Contracting Officer, in writing, no later than the date/time proposals are due from all Offerors. Lack of any past performance will not automatically disqualify an Offeror.
(2) Past Performance Questionnaire (PPQ) (Attachment 6) submitted by project owners directly to the Government via email to the CO and CS identified above.
(3) Reference list must include the following. Use Attachment 7 Past Performance Reference.
i. Contracting agency/customer
ii. Contract number and if a Prime or Subcontractor
iii. Contract type (FFP, Cost Reimbursable, etc.)
iv. Project title and brief description of contract effort listing comparative data demonstrating vehicle barrier maintenance and repair within the last three years relevance to this effort
v. Period of performance
vi. Contract value at time of award
vii. Current contract value, including all changes and exercised option
viii. Requirement Owner/Contracting Officer’s name, email address, and telephone number
(4) The Evaluation Team will primarily rely on information provided by Offeror’s References, completed Past Performance Questionnaires, and/or information from the Contractor Performance Assessment Reporting System (CPARS). In the event an Offeror submits a Past Performance Questionnaire and it is subsequently determined that the referenced project was formally evaluated in the CPARS, CPARS ratings shall take precedence.
(5) Explain corrective actions taken in the past, if any, for substandard performance and any current performance problems.
(6) The Government reserves the right to seek information on higher priced Offerors if none of the lower priced Offerors receive a “Acceptable” performance assessment rating. Past performance regarding minor members of joint ventures or teaming arrangements will be considered as highly as the majority member of those arrangements. Offerors with no relevant past or present performance history or the Offerors performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating “Unacceptable”, meaning the rating is treated neither favorably nor unfavorably.
(7) If any teaming, joint venture, or subcontract arrangement is contemplated, provide complete information as to the arrangement, specifically the percentage of effort each party will perform. Include any relevant and recent past/present performance information on previous arrangements with same partner. If this is a first-time joint effort, each party to the
