General Information

1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is

FA255024QB440.

3. This RFQ does not obligate the Government to pay any costs incurred in the submission of any offer or in making necessary studies for the preparation thereof, not does it obligate the Government to procure or contract for said services.

4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number (FAC) 2024-05, May 22, 2024.

5. This procurement is a 100-percent Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

6. The North American Industry Classification System (NAICS) code associated with this requirement is 561790 – Other services to Buildings and Dwellings. The Small Business Administration (SBA) Size Standard is $9,000,000.00. Product/Federal Service Code is S299 – Housekeeping - Other.

7. This contract requires access to the Schriever SFB restricted area. Unescorted entry to Schriever SFB restricted area is required for completion of this contract. Therefore, contractors must ensure that personnel are able to enter the restricted area. Employees without unescorted entry authority will be continuously escorted while in the Schriever SFB restricted area.

8. Assumptions/Exceptions: The offeror shall state any assumptions and exceptions to the requirements and terms and conditions contained in the RFQ in their quote. Please note that any exceptions to the Government's requirements may adversely affect the evaluation of the offeror's quote. There is no page limit for assumptions/exceptions.

9. Questions: Offerors must submit all questions concerning this solicitation in writing electronically to Linda Cummings, CO, at linda.cummings@spaceforce.mil and A1C Michelle Joann Hubbard, CS, at michelle_joann.hubbard@spaceforce.mil. Questions must be received on or before 12 July 2024, 2:00 PM MT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will government performance of the contract.

10. The procuring CO has overall responsibility for administering the contract. The procuring CO shall perform all contract administration. The CO information is identified in the Point of Contact area above.

11. Site Visit: One site visit will be conducted if requested no later than 15 July 2024, Noon MT. If one is requested, specific site visit information and instructions will be posted on SAM.gov.

12. The Government intends to issue a firm fixed price contract to the responsible offeror whose lowest priced and technically acceptable quote that conforms to the solicitation. Only technically acceptable offers will be considered.

Requirement Information Description:

The contractor shall furnish all parts, materials, equipment, transportation, and labor for the deep cleaning services for Bldg 440 and Bldg 442 located at Schriever SFB, Colorado Springs, CO 80912.

Instructions to Offerors FAR provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Quotes submitted in response to this solicitation shall be submitted via email no later than 26 July 2024, 9:00 AM MT. In order to be considered for award, quotes shall be emailed to Linda Cummings and A1C Michelle Joann Hubbard at the emails listed above.

2. Quotes must be valid for 60 days from the response deadline.

3. This is a Firm Fixed Price (FFP) requirement. A FFP contract provides for a price that is not subject to any adjustment on the basis of the contractor's cost experience in performing the contract.

4. To be eligible for contract award, the vendor shall have an active System for Award Management (SAM) account. Failure to have an active SAM registration may result in the vendor being deemed ineligible for contract award. A completed copy of provision FAR 52.213-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, in SAM will be used with this offer.

5. Vendor shall provide Commercial and Government Entity (CAGE) Code, company name, address and telephone number, remit to address, if different than mailing address, points of contact name and email address.

6. Vendor shall provide their price quote using PDF Document CLIN Pricing Schedule and provide a price for each line item and a total price of all line items. The price quote shall reflect the PWS requirements and include any terms of warranty or discount terms.

7. Late quotes shall be processed in accordance with FAR 52.212-1(f) - Late submissions, modifications, revisions, and withdrawals of offers.

Evaluation Criteria

FAR provision 52.212-2 Evaluation - Commercial Products and Commercial Services applies to this acquisition and provides the basis for award. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

A. Basis for Contract Award

1. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer, conforming to the solicitation, will be most advantageous to the Government, considering the factors listed in this provision.

2. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.

B. Evaluation Factors

1. The following factors will be used to evaluate quotes:

(a) Price

(b) Technical Acceptability

2. The evaluation method for this requirement will be Lowest Price Technically Acceptable

(LPTA).

3. Pricing: The Government will only evaluate prices submitted in accordance with the CLIN Pricing Schedule. During the evaluation process, the Contracting Officer will determine a Total Evaluated Price (TEP) for each responsive quote. The TEP is determined by totaling the amount of all Line Items identified in the CLIN Pricing Schedule document.

4. Technical Acceptability. The Government will review each quote to determine technical acceptability. Technical acceptability will be based on the understanding of the requirement, that the proposal covers all aspects of the requirement including labor, supplies and materials needed to execute the requirement in accordance with the Statement of Work

5. A written notice of award electronically mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in FAR 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award.

5352.201-9101 Ombudsman (Oct 2019)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for USSF (United States Space Force) acquisitions (excluding SMC acquisitions) please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location - Space (AFICC/KS OL-SPC) via the following e-mail workflow address: afica.ks.wf@us.af.mil. (d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

5352.242-9000 Contractor Access to Air Force Installations (Oct 2019)

(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver s license, current vehicle registration, valid vehicle insurance certificate, and valid vehicle insurance certificate to obtain a vehicle pass.

(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with the PWS citing the appropriate paragraphs as applicable.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

(f) Failure to comply with these requirements may result in withholding of final payment.
