1. INTRODUCTION AND BACKGROUND

1.1 SSC Det 5 at Schriever SFB Colorado is seeking a contractor to conduct a deep clean of Bldgs 440 and 442 located at 440 Discoverer Street and 442 Discoverer Street, Schriever SFB, CO 80912 respectively.

2. SCOPE OF WORK

2.1 Contractor shall provide the personnel, supervision, labor, supplies, tools, materials, transportation, and equipment necessary to clean the facilities on-site.

2.2 The scope of cleaning will include:

a. All air ducts shall be cleaned, to include all interior ceiling panel vents, ducting, Variable Air Volume boxes, and Roof Top Units.

b. All interior light fixtures and diffusers shall be cleaned to remove existing stains, dust, debris, and bugs inside of fixtures. This includes main building entries, stair wells, and alternative exit locations, as well as external light fixtures on perimeter walls of both buildings.

c. All interior walls and baseboards shall be cleaned to remove existing stains, debris, and dust.

d. All windows shall be cleaned to remove existing streaks, debris, bugs, and dust, to include both inside and outside panes, window tracks, and in-between inner/outer panes if possible. Windowsills shall be cleaned to remove existing stains, debris, and dust.

e. All carpeted areas shall be shampooed to remove existing stains, debris, and dust. Hot cleaning shall not be used due to fabric of carpet tiles. All tiled floor surfaces, to include main building entries, stair wells, and alternative exit locations, shall be cleaned to remove existing stains, debris, and dust. Once cleaned, all tiled floor surfaces shall be mopped.

3. WORK REQUIREMENTS

3.1 SSC Det 5 will facilitate access to the Base Restricted Area and access to the North Portal. See Appendix 1.

3.2 Contractor’s on-site work shall be completed in accordance with the contract. See paragraph 5.1 for Work Hours, Monday-Friday, (section 5.1).

3.3 Place of Performance: Work under this contract will be performed at Schriever Space Force Base (SSFB) Colorado. Performance shall be in accordance with the requirements contained in this PWS.

4. OTHER PROJECT REQUIREMENTS

4.1 The contractor shall comply with all OSHA, safety, Federal, State, and local laws, regulations, base-specific standards, and applicable Unified Facilities Criteria (UFC) in accordance with the SOW provided. Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by Contractor shall follow these criteria unless a waiver is obtained from the USAF, US Space Force, and/or Schriever SFB when conditions warrant such consideration.

4.2 All work shall be subject to stoppages and delays due to critical Schriever SFB mission requirements.

4.3 The Contractor shall ensure complete project clean-up of site, to include the removal of all materials, excess supplies, tools, and trash associated with the work area.

5. WORK HOURS

5.1 Standard work hours under this contract are Monday through Friday, 7:30 a.m. to 4:00 p.m. Mountain Standard Time (MST), excluding federal holidays and family days, unless otherwise approved in writing by the contracting officer. Contractor personnel shall perform labor during normal duty hours, and not stay past their duty day if it would incur additional costs. Primary place of operation is Bldg 440 and Bldg 442 at Schriever SFB, CO within the restricted area. The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS.

5.2 Federally Observed Holidays: Government employees will not be available on or during the following dates.

6. CONTRACT COMPLETION

6.1 The Government has the right to inspect the work performed throughout completion at any time.

6.2 Contractor shall conduct a final inspection with the SSC Det 5 government point of contact when work is completed.

Appendix 1: SSFB SECURITY REQUIREMENTS

1. Compliance: The contractor shall comply with all SSFB security requirements. SSFB has a controlled/restricted area, and special security procedures are utilized. The contractor shall be responsible for security of their work areas in cooperation with applicable base agencies. All contractor personnel must have legal United States residency and work authorization status.

Contractors will be responsible to verify legal work status in accordance with US Code, Section 274a. 2., regarding 1-9 (Employment Eligibility Verification Form).

2. Vehicle Passes: The Contractor shall request, obtain, and properly use vehicle passes for all vehicles used in the performance of this contract. The contractor shall request vehicle passes for all vehicles used in the performance of this contract through the SSC Det 5 Security Manager. The Contractor will obtain base pass through the Visitor’s Center Building 15. The SSC Det 5 will be the sponsor. The contractor shall provide proper state registration, proof of insurance, and valid driver's license in order to register any vehicle and drive on base. All vehicles will be used in accordance with DAFI 31-218_DAFGM2021-01, Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SSFB must be available for inspection. All commercial vehicles will present themselves at the SSFB West Entry Gate for inspection prior to gaining access to SSFB. Additionally, commercial vehicles entering the Restricted Area (RA) must enter through the West Vehicle Entrapment for a second inspection prior to entry of the RA. 50 SFS personnel will verify the identity and entry authorization of each Contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SSFB.

3. Restricted Area Escorted Entry: Employees without unescorted entry authority will be continuously escorted while in the Schriever Space Force Base restricted area. The restricted area visitor badge shall only be valid for the employee's term of employment or for the duration of the contract, whichever is shorter. At the end of each day, the contractors shall surrender Visitor badge to Building 200 North Entry Control Facility (NECF) as soon as processed out of the RA.

Employees must be able to pass a background check - no felonies or certain misdemeanors. The contractor shall complete an Entry Authorization List (EAL) for their personnel after award.

Contractor personnel will need two forms of identification for those getting a V access badge.

4. Visitor badges: Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance, at all times, of a Government or Contractor employee possessing a permanent restricted/controlled area badge with escort authority. Contractor employees entering SSFB will obtain their visitor badge from the 50 SFS, Building 200. The visitor badge will be returned to the North Entry Control Facility (NECF) each time the employee departs the SSFB controlled area. While within the SSFB controlled area, Contractor personnel shall remain at all times within view of the escort official.

Procedures are as follows: The escort official will identify and verify the official need of all visitors and give them the escort briefing prior to taking them into the restricted area. Prior to entry into the restricted area, the escort official will search hand carried items (and vehicle, if applicable) in possession of escorted personnel. Items identified as not necessary for use within the area must be secured by the escort and will not be left at the ECF. The escort official will enter the restricted area through the Special Portal. Each escorted person will then process through the portal, one at a time. Once inside the area, the escort official is responsible for the

Page | 6 conduct of the visitor. The escort official may turn over escort duties to anyone authorized unescorted entry. Personnel being escorted will depart the area through the special portals prior to the escort official.

5. Display of Area Badge: While inside restricted area, Contractor personnel shall, at all times, display restricted/controlled area badges on their outer garments above the waist.

Contractor personnel shall remove and secure the restricted/controlled area badges immediately upon departure from the restricted area to prevent loss. Incidents of a person not properly displaying badges or violating escort procedures shall be treated as a breach of security and that person shall be susceptible to apprehension, search, and detainment. Any person inside a restricted area without a restricted/controlled area badge will be detained or apprehended, searched, removed, and turned over to appropriate authorities for disposition.

6. Lost Badges: The Contractor shall immediately report the occurrence of lost badge(s) to the SSC Det 5 POC, who will in turn report to 50 SFS. If the POC is not available, the loss shall be reported directly to 50 SFS within one duty day of loss. Replacement badge will not be issued until reporting procedures are satisfactorily completed.

7. Denying entry to Schriever Space Force Base: The government reserves the right to deny entry to SSFB to any person whose NACI is unfavorable or upon disclosure of information that indicates the individual's continued entry to SSFB is not in the best interests of the USAF and/or US Space Force. Additionally, the violation of, or deviation from, established security procedures by any Contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to SSFB.

8. Verify/Identity Before Entry: 50 SFS personnel will verify the identity and entry authorization of each contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SSFB.

9. Photography: Procedures for taking photographs within the restricted area are established to ensure that only authorized personnel take photos and only for authorized purposes. Photographs, drawings, videotaping, sketches, cell phones with digital cameras, or any like method of recording operations within the restricted area for other than approved official use is strictly prohibited.

Appendix 2: ENVIRONMENTAL REQUIREMENTS

1. Activities implemented, in whole or in part, with federal funds must comply with applicable legislation and regulations established to protect the human or physical environment. The contractor shall remain in compliance with federal statutes during the performance of the contract, including but not limited to the Clean Air Act (CAA), Clean Water Act (CWA), Endangered Species Act, Resource Conservation and Recovery Act (RCRA), and other applicable laws, regulations, and requirements.

2. SSFB, to include all tenants and contractors, must comply with all Environmental Laws and

Regulations as set forth by Federal, State, Department of Defense, US Air Force and any other mandated requirements for Federal installations. As such, all SSFB personnel must track all chemicals, air emissions, storm water, and waste/byproducts/ excess materials transported, managed, used and disposed from any part of this installation. This requirement is for all contractors doing any work on the installation. Contractors shall investigate, comprehend, and comply with all environmental rules, regulations, and permits applicable to their chosen method of accomplishment of the work under this contract. The contractor is responsible for any fees for the work that needs to be accomplished and fees that may be required due to permit violations.

3. The contractor shall be responsible for, insure, and hold the Government harmless for all spills, releases, emission, and discharges of any toxic or hazardous substance, any pollutant, or any waste, whether sudden or gradual, caused by or arising under the performance of this contract. This applies to any substance, material, equipment, or facility utilized by the contractor. For the purposes of any environmental statute or regulation, the contractor shall be considered the "operator" for any facility used in the performance of the contract, and will indemnify and hold the Government harmless for the failure to adhere to any applicable law or regulation established to protect the human or physical environment. The contractor shall be responsible in the same manner as above regardless of whether activities leading to or causing a spill, release, emission or discharge are performed by the contractor, its agent or designee, an offender, visitor, or any third party.

4. SPILL RESPONSE

a. A 50 CES/CEIE representative will brief the contractor on the SSFB spill response procedures at the pre-performance conference. The contractor is responsible to report all spills to 50 CES/CEF, 50 CES/CEIE and SSC Det 5 POC and promptly cleanup all spills in a manner consistent with current environmental regulations. In the event that it is necessary to utilize Government material, equipment or personnel to clean up a contractor-caused spill, the contractor shall be required to reimburse the Government for all associated costs. The contractor is responsible for costs and remediation associated with any spill.

b. SSFB maintains, follows, and enforces the following spill plans for regulated substances:

c. The 50 CES maintains the CRP. The contractor shall take preventive measures (secondary containment for fuel storage, avoid overfilling of trucks, etc.) to avoid spills.

If a spill does occur, the contractor shall immediately notify 50 CES/CEF at phone number 719-567- 3370 / 719-567-3911, SSC Det 5 POC 719-567-6275/1335/4806/3688 and the CO. 50 CES/CEF is the first responder who will take charge to secure/neutralize the event, if required, and will coordinate cleanup/remedial actions. Notification shall be made even if the spill is within the cleanup capabilities of the contractor.

d. If the contractor spills or releases any substance listed in 40 CFR 302 (hazardous substances) into the environment, the contractor shall immediately report the incident to 50 CES/CEIE at phone number 719-567-4028 / 719-567-3944, SSC Det 5 POC 719- 567-6275/1335/4806/3688 and the CO. The contractor shall be liable and responsible for containment and environmental cleanup of the spill or release of such substance.

Accordingly, the contractor shall report all spills immediately, as they occur, to permit proper response by SSFB and contractor personnel. Contractor may be held liable for all expenses incurred by the Government during the spill response and any cleanup operations including but not necessarily limited to a hazardous materials/wastes cleanup, supplies and equipment rental, waste transportation, laboratory analysis, and disposal costs.

5. PROTECTION OF RESOURCES:

a. Protection of Water Resources: The contractor shall not dump fuels, oils, bitumens, calcium chloride, acids, construction wastes, siltation from storm water runoff, or other harmful materials identified in 40 CFR Parts 117 and 302. If there is a known discharge of liquid the contractor must contact 50 CES/CEIE through the CO at least 7 days in advance for permission. If there is an accidental discharge, 50 CES/CEIE and SSC Det 5 POC 719-567-6275/1335/4806/3688 must be notified immediately (within 15 minutes of knowledge of the accidental discharge).
