END OF ADDENDUM TO FAR 52.212-1

52.212-2 EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(NOV 2021)

[Addenda]

Evaluation procedures will be IAW FAR 13.106. The Government will select the quote that represents the best value to the Government. The Government will perform a comparative evaluation of price, technical solution, and past performance. The evaluation factors Technical and Past Performance, when combined, are approximately equal to cost or price.

The following factors shall be used to evaluate offers:

(i). PRICE:

Total price, including options, will be calculated for evaluation purposes and used to determine the best value to the Government. Pricing must be an all-inclusive rate that includes all non-personal services, including but not limited to, personnel, equipment, transportation, and materials for document shredding services at the 2nd MDG facility.

(ii). TECHNICAL:

The contractor will be evaluated based upon their technical narrative and capabilities as they relate to the requirement, as well as their overall understanding of the project.

(iii). PAST PERFORMANCE

The offeror will be evaluated based upon the relevance and quality of past contracts/jobs performed. More recent and more relevant performance has a greater impact in the Past Performance assessment than less recent and less relevant performance.

NOTE: The Government reserves the right to contact any reference provided by the offeror in evaluating the offeror’s past performance. Furthermore, the Government reserves the right to use any information that comes to the attention of the Government in evaluating the offeror.

The Government reserves the right to make an award to other than the lowest priced quote if another superior if another superior technical submission, or a submission indicating a reduced performance risk, warrants paying a premium. As non- price factors are evaluated closer to one another between quotes, price will become more significant.
