GENERAL INFORMATION
1.1 General: This is a non-personnel services contract to provide Microsoft Unified Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein
This is a non-personnel services contract to provide Microsoft Contractor support in support of NAVOCEANOs mission. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
1.2 Background
1.2.1 Naval Oceanographic Office (NAVOCEANO) is acquiring Microsoft Unified (CONTRACTOR) in support of NAVOCEANO's mission. NAVOCEANO maintains Unclassified and Secret Excepted networks that must always remain fully operational in support of Naval Meteorology and Oceanography Command (NMOC) mission. Due to the unique and highly technical mission performed by NAVOCEANO in support of NMOC, NAVOCEANO requires a Microsoft Subject Matter Expert (SME) to tailor Microsoft proprietary code to the NAVOCEANO environment and provide critical outage escalation support in case of Microsoft product outages
1.3 Description of Requirement
The Naval Oceanographic Office (NAVOCEANO) requires specialized Microsoft professional support services (MS Premier Support) for operational availability and to ensure cybersecurity compliance to meet Department of Defense (DoD) and Department of Navy (DoN) Risk Management Framework (RMF) cybersecurity requirements for Windows technologies deployed on three NAVOCEANO networks including unclassified, classified and bandwidth limited environments utilizing diverse hardware and software.
1.4 Period of Performance, Place of Performance and Hours of Operation:
1.4.1 The period of performance shall be 12 months starting 29 September 2026 through 28 September 2027.
1.4.2 All services are to be performed remotely in support of NAVOCEANO located at 1002 Balch Blvd, Stennis Space Center, Mississippi, 39522.
1.4.3 Recognized Holidays/Government Closure: Federal law (5 U.S.C. 6103) establishes the public holidays for Federal employees. Any other day designated by federal statute, executive order, presidential proclamation and/or local determinations relating to adverse weather conditions, national emergencies, administrative closings, or similar Government directed facility closings may require office closure. During such periods of closure, contractor employees will not be allowed to work, nor will the contractor be compensated, however, offsite work is allowed, with Contracting Officer's (KO) approval, on a case-by-case basis when mutually agreed upon by the Government and the contractor.
https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/
1.5 Post Award Conference/Periodic Progress Meetings
1.5.1 The Contractor shall attend any post award conference convened by the contracting activity. The contracting officer and the Contracting Officers Representative (COR) may meet periodically with the contractor to review the contractor's performance. At these meetings, the contracting officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems experiencing, if any. The Government or the contractor, as applicable, shall take appropriate action to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.6 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work and act as a single point of contact for the Government. The contractor shall designate this person and an alternate in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
PART 2
DEFINITIONS & ACRONYMS
2.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the Prime Contractor.
2.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government designated and authorized in writing by the contracting officer to perform specific technical or administrative functions. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications.
This individual does NOT have authority to change the terms and conditions of the contract.
PART 3
SPECIFIC TASKS
3.1 The critical need for Microsoft Premier Support services is to resolve issues encountered with the Microsoft Endpoint Configuration Manager (MECM) servers used to manage the Windows systems on the Primary Ocean Prediction System (POPS) NIPR and SIPR, and POPS Ocean Information System (OIS Ships) networks at NAVOCEANO. The MECM servers are used for providing remote control, patch management, software distribution, operating system deployment, and hardware and software inventory. NAVOCEANO MECM Servers are encountering severe operational disruptions due to communication failures with Windows client systems during update deployments and policy retrievals. This situation not only affects client communication but also impacts the efficiency of operating system (OS) deployment policy evaluations which prevents OS deployments for new and existing machines. Despite comprehensive troubleshooting efforts by NAVOCEANO SMEs, including infrastructure checks and extensive research, a definitive solution has not been identified. Additional Microsoft (vendor) expertise is required to identify the cause and provide a solution.

PART 6
PERFORMANCE REQUIREMENTS SUMMARY AND QUALITY CONTROL
6.1 Performance Monitoring
6.1.1 This PWS not only discusses the work to be performed, but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the Government uses to measure level of performance. A standard is an optimum performance level against which actual performance is measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Statement of Work. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness.
6.1.2 The COR will inspect for compliance with Contract terms and conditions throughout the Contract period. The Government will monitor the Contractor's performance by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
6.1.3 DFARS 222.17 mandates including surveillance for ensuring compliance with Combatting Trafficking in Persons (CTIP).
The COR will monitor the contractor's performance regarding trafficking in persons through the checklist for auditing compliance with CTIP policy found at DFARS PGI 222.17. Such non-compliance with FAR clause 52.222-50, Combating Trafficking in Persons, will be brought to the immediate attention of the contracting officer. See the DoD CTIP website (https://ctip.defense.gov) for further information
6.2 Quality Control/Assurance
6.2.1 The Government shall rely on the contractors' existing quality assurance systems for the commercial item being acquired as per customary industry practices. The quality control plan shall ensure configuration, maintenance and repair services are performed in accordance with manufacturer's recommendations and generally accepted commercial practices. The plan shall identify procedures to identify and prevent defective services from recurring.
6.2.2 The contractor shall provide a copy of their quality control program to the Government within 30 days of award.
6.3 Incentives/Disincentives for Meeting or Not Meeting the Acceptable Quality Level:
6.3.1 Incentives
6.3.1.1 Satisfactory or above past performance ratings.
6.3.2 Disincentives
