This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.

The USDA, Agricultural Research Service requires quarterly generator maintenance services at the Dale Bumpers National Rice Research Center (DBNRRC), 2890 Highway 130 East, Stuttgart, AR 72160.

In accordance with the procedures in FAR Part 5 and 12, this Request for Quotes (RFQ), number 12405B25Q0074, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued as a total set aside for small business under the North American Industry Classification System (NAICS) Code 811310 – Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance. The applicable small business size standard is $12.5 million.

The resulting purchase order will be a firm-fixed price type and include a 1-year base period and four (4) 1-year option periods; to be exercised at the Government’s discretion.

The resulting award will include five (5) line items incorporating the attached Statement of Work (Attachment A), terms, and conditions as listed below:

Line Item 0001 – Base Year Generator Maintenance Services, Quarterly (6/1/2025 through 5/31/2026), Quantity 4, Unit of Issue Job.

Line Item 1001 – Option Year 1 Generator Maintenance Services, Quarterly (6/1/2026 through 5/31/2027), Quantity 4, Unit of Issue Job.

Line Item 2001 – Option Year 2 Generator Maintenance Services, Quarterly (6/1/2027 through 5/31/2028), Quantity 4, Unit of Issue Job.

Line Item 3001 – Option Year 3 Generator Maintenance Services, Quarterly (6/1/2028 through 5/31/2029), Quantity 4, Unit of Issue Job.

Line Item 4001 – Option Year 4 Generator Maintenance Services, Quarterly (6/1/2029 through 5/31/2030), Quantity 4, Unit of Issue Job.

To be considered for award, vendors must provide a quote on company letterhead (or similar markings, clearly identifying vendor name and address) with the subject solicitation number detailing the item description, unit price per item, total price, and valid for at least 60 days after receipt of quote. Vendors must provide pricing for each line item. Quotes must include pricing for each line item. Failure to provide all information may result in a quote being determined as non-responsive without discussion. All responsible sources who submit a timely and complete quote will be considered for award.

This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-02 dated January 3, 2025 (Attachment B).

Wage Determination No. 2015-5133 Revision 26, dated December 23, 2024, has been incorporated (Attachment C).

Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov. SAM.gov and IPP.gov are FREE, official websites of the United States government.

Quotes are due no later than 3:00 pm Central Time on Thursday, May 15, 2025. Quotes must be submitted electronically, e-mailed to frank.palmer@usda.gov; no faxed or hard copy quotes are allowed.

The final day for question submission is 3:00 pm Central Time on Wednesday, May 7, 2025. A site visit is scheduled for 10:00 am Central Time on Tuesday, May 6, 2025. Vendors interested in attending the site visit must notify Frank Palmer at frank.palmer@usda.gov by 3:00 pm Central Time on Monday, May 5, 2025, to be added to the approved list.
