General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation FA255022Q0022 is being issued as a Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 effective 26 May 2022.

4. In accordance with FAR 19.502-2 this requirement is a total small business set aside. The North American Industry Size Classification System (NAICS) code associated with this requirement is 541330 and Small Business Administration (SBA) size standard is $16.5 Million.Requirement Information

6. Description of items being acquired:

Description: UFC 3-110-03 requires that fall protection is provided per OSHA and ANSI specs listed below. Fall protection must be installed and certified per these specs: OSHA 1910 Subpart D, OSHA 1910.28, OSHA 1910.140, and ANSI Z359. These specs have been identified in the Performance Work Statement.

7. The Government will perform an inspection and the acceptance at the place of performance, Schriever SFB, Colorado.Instructions to Offerors

8. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision.

Delivery, Inspection, and Installation Location:

Attn: 50 CES/ Schriever SFB CO 80912 FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein: proof and/or capability of providing the OSHA certifications listed in the PWS and an itemized performance schedule.Evaluation Criteria

9. FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

A. Basis for Contract Award: The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.

1. In accordance with FAR 13.106-2(b)(3), the Government will utilize comparative evaluations, and give preliminary consideration to all offers received in response to this solicitation. The Government will identify from all evaluated quotes, readily discernible value indicators that fall within the parameters of price, and technical capability.

2. The Government intends to award a contract to the lowest priced offer than meets the instructions outlined in 52.212-1, and the minimum requirements outlined in this provision, whose price can be determined "fair and reasonable".

3. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.

B. Evaluation Factors: The following factors shall be used to evaluate quotes:

The evaluation method for this requirement will be Lowest Price Technically Acceptable.

C. A written notice of award, mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award

The Government will only evaluate prices submitted IAW the provided Price Schedule. During the evaluation process the Contracting Officer will determine a "Total Evaluated Price" (TEP) for each responsive quote. The TEP is determined by totaling the amount of all line items identified in the price scheduled for CLIN 0001 - 0008.

10. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer.

11. Contract financing arrangements does not apply.

12. The Defense Priorities and Allocations System (DPAS) and assigned rating, not applicable.

13. Offerors must send quotes through SAM.gov by 1400 Mountain Standard Time (MST), on Wednesday, 3 August 2022.

FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition and a statement regarding any addenda to the clause.
