The total of column D in the summary page of attachment C will be added to the column D of attachment F. The sum of these prices will be added to establish a Total Evaluated Price (TEP).

If the lowest priced offer is rated as technically acceptable, the evaluation ends, and that quotation will be selected for the award. If the lowest priced offer is deemed technically unacceptable, the Government will evaluate the next lowest priced offer. This process will continue until a technically acceptable offer is evaluated, unless the Government determines it is in the Government’s best interest to conduct discussions with offerors whose quotation has been evaluated as technically unacceptable. If the Government determines an offer to be technically unacceptable, the Government will only conduct discussions with offerors who have been deemed technically unacceptable but will only hold discussions with offerors whose technical quotation have been evaluated at that point.
