MEMORANDUM FOR ALL PROSPECTIVE OFFERORS

SUBJECT: Establishment of Blanket Purchase Agreement (BPA) for Recovery Team Lodging
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. My office proposes to establish a Blanket Purchase Agreement (BPA) for Recovery Team Lodging; items desired are contained in the attached bid schedule. Please keep in mind, a BPA is not a binding contract, they are agreements, and as agreements, prices must be set prior to any orders being placed against the BPA. Additionally, since it is an agreement and not a contract, either party may choice to terminate an agreement provided a 30-day notification is given.
3. This Request for Quotation (RFQ) number FA481420TF097 shall be referenced in on any offer submitted. This is set-aside 100% for Small Business. All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ as a Small Business by the solicitation close date to be considered for award.

4. In addition to the bid schedule, please find attached general terms and conditions of a BPA. If you are interested in establishing a BPA with my office, please complete the attached bid schedule of any and all items your company can supply, do not add any items to list. Your prices should be as low or lower than those charged your most favored customers. My office will establish at least one, but no more than three BPAs. Who is actually chosen for the agreement will be determined by evaluating offers as Lowest Priced Technically Acceptable (LPTA). Offerors are required to prove they can meet all of the requirements of the attached Statement of Work; in addition, at the Government’s request a walkthrough of the facility will be provided at no charge to the Government. Offeror must provide the Name(s) of Hotel(s) and physical location of any proposed locations for Government verification.
5. Return your offer, including the attached bid schedule to my attention no later than 8 July 2020 at 2:00 p.m. ET as I intend to have this BPA in place and effective beginning 13 July 2020. If your company is selected to establish an agreement with, I will forward you additional information to complete. This information will include how calls are placed, as well as a list of individuals who are authorized to place calls for this proposed agreement.
6. Offers shall be e-mailed to: michael.terranova.5@us.af.mil. I recommend you confirm receipt, as it is your responsibility to ensure it’s received no later than 8 July 2020 at 2:00 p.m. ET.
