Combined Synopsis/Solicitation

(i) This is a combined synopsis/solicitation for the acquisition of commercial items of a type prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued.

(ii) Solicitation Number: FA822225QB018, North Atlantic I/O Boards This solicitation is issued as a request for quotation (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2025-03.

(iv) This requirement is anticipated to be sole source.

(vi) Description of item(s) to be acquired:

This action is to purchase a service peculiar to one company, a single source procurement of North Atlantic I/O Boards through their authorized government reseller Kampi Components Co. The purpose of this requirement is to provide the 519th F-16 Pre- and Post- Block operational flight program (OFP) with 20 North Atlantic I/O Boards as an end of life buy. These I/O boards will serve as spares and provide the program with continued support.

(vii) Clauses: 52.212-2: Evaluation -- Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal is most advantageous to the Government, considering price and other factors. The following criteria will be used for evaluation:

(i) Price;

(ii) Technical capability of the item offered to meet the Government’s requirements.

Based on the quote, the offerors need to meet the requirements on the product description found in (v) and (vi).

(b) Although we intend to award sole source, if competition were to unexpectedly present itself, we would follow a Lowest Price Technically Acceptable (LPTA) approach. All offers will be assessed based on their proposed Total Price. The contract will be awarded to the offeror with the lowest price that fully meets all specifications. Only the lowest-priced quote will undergo a technical acceptability review based on the provided specifications. If the first lowest quote is found technically unacceptable, the second lowest-priced quote will undergo technical acceptability review and so on until an offer is found to be technically acceptable. Only one award will be made under this solicitation. The award process will adhere to the provisions of FAR Part 12, Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Please submit written offers only; oral offers will not be considered. All firms must be registered in the System for Award Management database at www.sam.gov and have a current SPRS NIST 800-171 DoD Assessment to be considered for award.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(ix) Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.

Notice to Offerors:

The Government intends to award a Firm Fixed Price contract for this requirement. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
