About this file
This is a Combined Synopsis/Solicitation for Commercial Items issued by the U.S. Air Force for C-17 Cockpit Equipment. Solicitation number FA441826Q0037 is structured as a Request for Quotation (RFQ) under FAR Part 12 for commercial products, with this announcement serving as the only solicitation document. The acquisition is set-aside exclusively for small business concerns with a size standard of 1,250 employees. The applicable Product Service Code is 1680 and NAICS code is 336413. Offers must be submitted electronically by email to SSgt Daniel Jax Mann (Daniel.Mann.3@us.af.mil) and Roger Crews (roger.crews@us.af.mil) by March 20, 2026, at 1:00 PM EST. The delivery requirement is 180 days After Receipt of Order (ARO) on an F.O.B. Destination basis. Contractors must complete and return Attachment 1 – Pricing Sheet and must provide C-17 Cockpit Equipment in accordance with Attachment 2 – Description of Requirement.
The Government will evaluate offers using two factors: Price and Past Performance. Offerors will first be ranked by total price from lowest to highest. Past performance evaluation will begin with the lowest priced offeror and result in subjective ratings of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence. Recency is defined as performance within the past three years; relevancy is delivery of same or similar items. If the lowest priced offeror receives a Substantial Confidence rating, that offer will be selected as best value and evaluation stops. If not, evaluation continues with the next lowest priced offeror until one receives a Substantial Confidence rating or all offers are evaluated. The Contracting Officer may perform an integrated best value evaluation if a non-lowest-priced offeror receives a Substantial Confidence rating. This is not a DPAS-rated acquisition.

(B) The following factors shall be used to evaluate offers:
(1) Price
(2) Past Performance
(C) Price - Offerors will first be arranged according to total price, from lowest priced offer to the highest priced offer.
(D) Past Performance - After arranging offers by total price, the government will begin evaluating past performance starting with the lowest priced offeror.
Evaluation of the offerors past performance is subjective and will result in a rating of (See table below) Substantial, Satisfactory, Neutral, Limited, or No Confidence. Offerors who do not have recent and relevant past performance relating to this requirement will receive a rating of Neutral Confidence.
Rating Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation the offeror will successfully perform the requirement.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation the offeror will successfully perform the requirement.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse, no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation the offeror will successfully perform the requirement.

(3) years from the issue date of the solicitation. Relevancy is defined as delivery of the same or similar items.
(E) If the lowest priced offer receives a Substantial Performance Confidence
Rating, that offer represents the best value for the Government and the evaluation process stops at this point; an award shall be made to that offeror without further consideration of any other offers. In the event the lowest priced offeror does not receive a Substantial Performance Confidence Rating, the evaluation process will continue with the next lowest priced offeror until an offeror receives a Substantial Performance Confidence Rating or all offers are evaluated. In the event an offeror other than the lowest priced offeror received a Substantial Performance Confidence Rating, the Contracting Officer will perform an integrated best value evaluation to determine the eventual awardee. The Government reserves the right to award to a Substantial Performance Confidence Rated offeror, and reserves the right to award to other than the lowest priced offeror.
