Volume I:
Factor 1 Mission Effectiveness - (10 Page Limit)
Provide a concise narrative explaining how the proposed Border Security Riverine – Shallow Water (BSR-SW) will meet the missions described in Attachment 1 - Requirements Document, Attachment J-1 – System Specification, and Attachment J-2 – Statement of Work.
In your narrative, describe how the proposed BSR-SW meets or exceeds the Patrol Profile requirements within Attachment 1 - Requirements Document, Attachment J-1 – System Specification, and Attachment J-2 – Statement of Work. Describe characteristics of the hull form and propulsion (both propeller and jet driven) that allow optimal shallow water river operation as well as performance in depths up to 10 feet. Describe the characteristics of the boat that enable its ability to maintain control during operation and maneuvers within the shallow water river environment. Outline the system elements that allow the boat and trailer combination to successfully be trailered across unimproved rutted road conditions to rugged and steep boat ramp locations, launch and recover safely while managing river currents. Outline any special equipment that assists the boat with navigating in heavy hyacinth growth areas. Describe the sun protection system and how the crew will be protected over the full patrol length from sun exposure. In addition, outline how hull, equipment, and design elements ensure the boat will be dynamically stable under all loading conditions.
Please do not just state that your proposal will meet the requirements, ensure each requirement is addressed and with enough detail for the government to properly evaluate.
Volume II:
Factor 2 Past Performance - (3 Page Limit. CPARS and PPQ are exempt from the page limit)
Each Offeror’s proposal shall contain information on a maximum of three (3) past performance references, performed within the past three (3) years (from solicitation closing), that are relevant to this requirement to include: (1) Name of organization, (2) Current Point of Contact, Email Address and Phone Number, (3) Contract Number (4) Brief description of the boats provided identifying the key requirements and type of effort, and (5) Contract/Order value. The Offeror shall document in the proposal whether or not the past performance reference contract(s) identified have records in the Contractor Performance Assessment Reporting System (CPARS) or if a Past Performance Questionnaire (PPQ) is being provided.
Each description shall provide enough detail for the Government to determine the relevance of this program or project. Each description must also ensure acronyms are identified. The Offeror shall also provide a complete description of the contract/order effort, identifying key technologies, components, subsystems, and requirements.
For task/delivery order contracts, state the number of orders issued during the period, the number of orders completed during the period, and the number of orders that remain active. Blanket Purchase Agreements (BPAs) are excluded from Past Performance References and contracts count as one Past Performance Reference.
Offeror’s may provide information on problems encountered on the identified contracts and the Offeror’s corrective actions.
Cognizant Federal Government Contracting Officer or PPQ Point of Contact (POC) shall submit the PPQ (Attachment 3) for reference contracts which do not have records in CPARS. The PPQ POC (not the Offeror) shall return the completed questionnaire to the e-mail address shown on the PPQ no later than the closing date of this solicitation. The Offeror is solely responsible to ensure that the questionnaire is completed and returned by the respective PPQ POC to the e-mail address on or before the deadline. The PPQ and the instructions for processing the PPQ are in Attachment 3 to the RFP. If the past performance contract(s) has/have already been evaluated in CPARS, a PPQ is not required for that effort.
Factor 3 Price - (No page limit)
Offerors shall complete Attachment 3 - Price Schedule. Offerors shall only input numerical values in cells highlighted yellow. The Total Evaluated Price (F:22) is calculated through a formula by adding cells F:3 through F:20.
Price shall be submitted separately from all other volumes. The contract price submission (Microsoft Excel Format) shall address the requirements, as specified in Attachment 1 – Requirements Document, Attachment J-1 – System Specification, and Attachment J-2 – Statement of Work. If Offeror’s believe additional pricing documents are necessary for the government to properly evaluate, they may be submitted in Volume II. The offeror must provide a complete and accurate price proposal for the contract on a Firm Fixed Price (FFP) basis. (End of Supplement)
FAR provision 52.212-2, Evaluation—Commercial Products and Commercial Services (AUG 2025) (DEVIATION 25-21) applies to this acquisition and is supplemented (as specifically noted) with the following terms and conditions.
The USCG anticipates awarding up to two (2) commercial firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contracts.
The Government will determine best value by performing a comparative evaluation (comparing offers to each other) to select the Offeror provides the most advantageous to the Government, price and other factors considered.
A comparative evaluation is defined as comparing each offer directly to each other to determine which offer provides the best value to the Government utilizing Mission Effectiveness, Past Performance, and price as described below. The Government will perform a comparative evaluation for each non-price evaluation factor. Then the Government will take the results of the individual non-price factor evaluations, combine such results (using the relative importance of each non-price factor), and then determine the overall best-suited offeror using the non-price factors. Once the Government determines the best-suited offeror using the non-price factors, the Government will then evaluate price. After the Government calculates the total evaluated price (TEP), the Government will determine which offeror is the most advantageous and represents the best value to the Government, TEP and other factors considered, and make the IDIQ award.
The following factors listed in descending order of importance, shall be used to evaluate offers:
Factor 1: Mission Effectiveness (Volume I) - The Government will perform a comparative evaluation of each proposal based on the offeror’s demonstrated understanding and ability to perform the requirements in Attachment 1 – Requirements Document, Attachment J-1 – System Specification, and Attachment J-2 – Statement of Work. Each proposal will be evaluated to consider the proposed technical solution’s ability to meet or exceed the requirements set forth in the Requirements Document, System Specifications and Statement of Work.
Factor 2: Past Performance (Volume II) – Proposals will be evaluated to consider each Offeror’s past performance. This evaluation will assess whether an Offeror consistently delivered quality products in a timely manner in the past, including overall consideration of quality, schedule, management, and regulatory compliance.
Evaluators will consider recent and relevant past performance examples. “Recent” is defined as performance during the last three (3) years (from solicitation closing). “Relevant” past performance is defined as performance of contracts (or orders) of similar size, design, and Monohull High Density Polyethylene (HDPE) material to the boat proposed.
Evaluators will consider the information presented in the proposals, which include CPARS or PPQs. An Offeror will be afforded an opportunity to address adverse past performance information to which the Offeror has not previously had an opportunity to comment.
An Offeror without a record of recent or relevant past performance, or for whom information on past performance is otherwise unavailable, will not be treated favorably or unfavorably for their past performance reference.
Factor 3: Price (Volume II) – The Government will evaluate price based on the Total Evaluated Price provided in Attachment 2. The offeror’s price proposal will be evaluated, using one or more of the techniques defined in FAR 12.204, in order to determine if it is reasonable. Failure to complete and provide the Attachment 2 - Price Schedule will result in a determination of non-responsiveness and your proposal will not be evaluated for award.
The final determination of price reasonableness is the responsibility of the Contracting Officer.
Award Determination – All non-price factors are listed in descending order of importance and, when combined, are significantly more important than price.
The government intends to award a FFP contract without communications. Once the Government determines the apparent successful Offeror, the Government reserves the right to communicate only with that Offeror to address any remaining issues (which may include technical and price) and if necessary, finalize the IDIQ. If the Government is unable to successfully address any remaining issues with the apparent successful Offeror, the Government reserves the right to communicate with the next best-suited Offeror based on the original evaluation and address any remaining issues to successfully award the IDIQ. The determination to hold communications is a unilateral right of the Contracting Officer.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award.
