About this file

This Requirements Document (RD) details the specifications for the Coast Guard's Border Security Riverine – Shallow Water (BSR-SW) boat procurement. The vessel is designed for law enforcement operations including migrant and drug interdiction along the Rio Grande river, with a fleet mix of 13 jet drive and 11 propeller drive boats. Key specifications include an 18-22 foot monohull made of High Density Polyethylene, capable of operating in shallow water with a draft as low as 4 inches when planing, and supporting 4-person crews. Performance requirements mandate a top speed of 30+ knots, ability to maintain 15+ knots against river currents, and operate in temperatures ranging from 32F to 110F with winds up to 30 knots.

The boats will be stationed at 5 locations along the river, conducting 6-hour patrols with a specific speed profile (65% at 20 knots, 25% at 8 knots, 5% at clutch-ahead, and 5% idle). Additional design features include a center console, hydraulic steering, infrared lighting for night operations, cable protection bar, removable sun protection, and compatibility with night vision devices. The trailer must support road transport up to 65 mph on standard U.S. roads, with a total loaded weight not exceeding 2,500 lbs. Supportability requirements include providing a Boat Information Book, detailed drawings, and logistics support documentation like a Master Equipment List and Recommended Spare Parts List.

REQUIREMENTS DOCUMENT

for the

BORDER SECURITY RIVERINE – SHALLOW WATER (BSR-SW)

REQUEST FOR PROPOSAL

Version 2.0

ES-1. EXECUTIVE SUMMARY

This Requirements Document (RD) establishes the operational requirements for the procurement of Coast Guard Border Security Riverine – Shallow Water (BSR-SW) boats to The BSR-SW is a shore-based boat with a primary mission responding to Law Enforcement operations to include Migrant Interdiction (MI) and Drug Interdiction (DI).

These missions shall be performed during daytime and nighttime conditions with varied maritime climates and situations including the following and climates and situations of a similar nature:

• Riverine Environments

• Inland Waterway Environments

• US Southern Border area Environments

The BSR-SW shall be a Coast Guard standard boat platform capable of performing missions that require the projection of CG capabilities in a riverine environment.

Factors considered in the development of this document include mission performance, human performance factors, affordability, safety and survivability.

Section 1. INTRODUCTION

1.1 Purpose

The Requirements Document (RD) is the formal statement that defines the performance and related operational parameters for a proposed concept or system. It describes an operational system in terms of a range of acceptable and desired standards of performance. The RD serves as the source document for a host of systems engineering activities, ongoing requirements analysis, and cost estimating to ensure the success of the project by consolidating the mission performance measures and the requirements for the support and maintenance of the system.

The RD is the acquisition of a new asset more suitable for operation in the variable depth, often shallow, riverine environment than the 27’ SPC-SW and the 29’ RBS-II.

Section 2. CONCEPT OF OPERATIONS

The BSR-SW will operate on the Rio Grande river between Rio Grande City and the terminus of the river. The BSR-SW will be stationed at 5 locations along the river and deploy to various boat ramps to launch and execute patrols along sections of the river. The river has variable depth with some sections being only inches deep requiring the BSR-SW to be able to operate in very shallow water. There remain submerged hazards in the form of both rocks, sand and other debris. The river is lined by a floodplain forest, known as a "bosque," which could pose navigational challenges in some areas. The river is prone to hyacinth growth in late spring through the fall posing a significant challenge to boat operations.

Section 3: Border Security Riverine – Shallow Water Characteristics

Physical Constraints

3.1 Length 18-22ft

3.2 Beam 8-ft 6-in maximum when trailered.

3.3 Draft (fully loaded, not on

plane) Shall not exceed 9 inches in the stern and 5 inches on the bow (fresh water) in fully loaded condition, when stationary in water depth sufficient to float freely

3.4 Draft (planing) Shall not exceed 4 inches.

3.5 Deadrise Less than 10” deadrise bottom for stability.

3.6 Crew Crew weights shall be 225 pounds per person (200 lbs + 25 lbs of PPE). Full crew compliment is 4 crew members.

3.7 Fully Loaded Weight

Condition

Weight of the boat, outfit items, Full Fuel, Full crew (4 members).

3.8 Performance Weight

Condition

Weight of the boat, outfit items, Full Fuel, Partial crew (3 members).

3.9 Minimum Weight Condition Weight of the boat, outfit items, empty fuel, 2 crew members.
