In accordance with DFARS provision 252.204-7025(d), “The Offeror shall provide, in the proposal, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of a contract, task order, or delivery order resulting from this solicitation”. Any submission that fails to complete the following representations and certifications: FAR 52.212-3, 52.204-24, 52.204-26 will also be considered non-responsive to the solicitation's requirements and therefore, ineligible for award. Quotes will be evaluated in accordance with FAR 52.212-2, “Evaluation—Commercial Products and Commercial Services (Nov 2021)”:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 Cost/Price: Price will be evaluated based on the total proposed price for CLINs 0001 -

0005.

Factor 2 Technical: Offerors shall demonstrate their ability to meet the specifications provided in this solicitation and associated Statement of Work (SOW). Additionally, the technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not provided in the proposal.

Factor 3 Past Performance: Offeror’s Past performance shall be evaluated by reviewing performance information reported to the Contractor Performance Assessment Reporting System

(CPARS), as well as other sources of information.

Technical and Past Performance, when combined, are approximately equal to Cost/Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) Notice of award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
