About this file
This is a FAR Part 13 Justification and Approval document for a sole-source brand-name procurement by Army Contracting Command – Aberdeen Proving Ground. The procurement is for Commercial-Off-The-Shelf (COTS) Pacstar networking equipment valued above $900,000 but below $20 million, to be awarded on a firm-fixed-price basis to support Foreign Military Sales (FMS) Case AE25030 for Bulgaria using non-expiring FMS funds.
The required equipment consists of thirty-eight PacStar 447 ESR 6300 units with upgrade software, thirty-eight Small Form GIG-E switches, nineteen 6-core Xeon processors with SSDs and VMware ESXi software, nineteen KG250XS sleds, and nineteen 250W chassis. The justification for sole-source procurement centers on compatibility requirements with existing equipment Bulgaria has already procured, technical incompatibility risks with alternative brands, operational security concerns, and the absence of technical data packages for alternative systems. Qualifying alternative systems would result in 12-14 month deployment delays and substantial qualification costs. Market research conducted August 26 through September 5, 2025, identified one potential source and Pacstar as the OEM capable of meeting requirements. The combined synopsis/solicitation will be posted on SAM.gov with a redacted justification to allow competition among Pacstar resellers and the OEM. The Procuring Contracting Officer, Aqua Jefferson, approved the justification on December 4, 2025.

5. Reason for Authority Cited:
CECOM-SAMD requires the Pacstar brand of Networking Equipment, in support of Bulgaria. The equipment will allow mission requirements to be met as it relates to Battle Information Collection and Exploitation Systems (BICES). Using other equipment, or equipment from other brands would not be compatible with the existing equipment the partner nation has already procured.
If Pacstar’s brand of equipment is not procured and a different part number is qualified, the government risks significant operational setbacks including equipment incompatibility and security risks. Qualifying an alternative system would also result in delays of deployment of the BICES and potential compatibility issues. These delays would amount to a schedule lapse of 12-14 months and the approximate costs to qualify new part numbers would be approximately All the aforementioned would compromise CECOM-SAMD’s mission, readiness and effectiveness. Additionally, the U.S. Government does not possess the technical data package (detailed designs) for these items.
