(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Technical Acceptability

2. Price

10. BASIS OF AWARD

a. Award will be made in accordance with Part 12 procedures, the procedures specified in the RFQ and on the basis of the lowest priced quote meeting the acceptability standards. A contract may be awarded to a contractor who is deemed responsible IAW RFO 9.1, as supplemented, whose quote conforms to the RFQ’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions) and is judged, based on the evaluation factors, to represent the technically acceptable quote with the lowest price.

b. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges using Interchange Notices (INs) if, during the evaluation, it is determined to be in the best interest of the Government. Offeror responses to INs will be considered in making the award decision. Interchanges may be conducted with one, some or all Offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ.

11. TECHNICAL ACCEPTABILITY

a. The quote will be evaluated against the following Technical Acceptability criteria.

An Unacceptable rating on any criteria in this section renders the entire quote unacceptable, and therefore ineligible for award.

i. The quote shall include a cover letter that contains the Offeror’s name, address, CAGE Code, UEI, Business Size under NAICS Code 334511, and Company Point of Contact email and phone number. The cover letter shall also include a statement that the Offeror’s quote is valid for three (3) months from the quote due date and a statement acknowledging any RFQ amendments.

ii. Acceptability will be determined by the Offeror’s ability to demonstrate a clear understanding of the scope of work and their capability to fulfill this requirement for ACC/A4SA. To fulfill this requirement for ACC/A4SA, the Offeror must be able to provide the required C-sUAS defeat capability (on a brand name “or equal” basis) detailed in Attachment 1

– Salient Characteristics and paragraph 7 and Table 2 above. An Offeror who cannot provide the required item will be determined ineligible for award. Please see the table below for the Acceptable/Unacceptable rating definitions.

Rating Definition Acceptable The Offeror’s quote includes pricing for the required item IAW paragraph 7 and Table 2 above, as well as fulfills or surpasses the following five areas included in Attachment 1 – Salient Characteristics:

Detection and Signal Analysis, Durability/Sustainability, Defeat Mechanism and Spoofing, Frequency Coverage and Spectrum, and Command and Control (C2). The Offeror’s quote includes pricing for the brand name C-sUAS defeat capability specified in Table 2. However, if the Offeror’s quote includes pricing for a capability other than the one specified in Table 2, the Offeror provided descriptive literature (e.g., specifications, product data sheets, illustrations, or drawings) that clearly and comprehensively demonstrates how the equal product fulfills or surpasses the requested brand name C-sUAS defeat capability and the salient characteristics included in Attachment 1 – Salient Characteristics.

The information provided clearly explains the link between the proposed product and the salient characteristics so the Government can make an assessment.

Unacceptable The Offeror’s quote does not include pricing for the required item IAW paragraph 7 and Table 2 above, as well as does not fulfill or surpass the following five areas included in Attachment 1 – Salient Characteristics:

Detection and Signal Analysis, Durability/Sustainability, Defeat Mechanism and Spoofing, Frequency Coverage and Spectrum, and Command and Control (C2). The Offeror’s quote does not include pricing for the brand name C-sUAS defeat capability specified in Table

2. However, if the Offeror’s quote includes pricing for a capability other than the one specified in Table 2, the Offeror did not provide descriptive literature (e.g., specifications, product data sheets, illustrations, or drawings) that clearly and comprehensively demonstrates how the equal product fulfills or surpasses the requested brand name C-sUAS defeat capability and the salient characteristics included in Attachment 1 – Salient Characteristics. The information provided did not clearly explain the link between the proposed product and the salient characteristics so the Government can make an assessment.

12. PRICE

a. The Government will organize the quotes based on the lowest price and will evaluate the lowest priced Offeror for technical acceptability first. If the lowest priced Offeror is technically acceptable and that offer represents the best value for the Government, award of the contract will be made to that Offeror. This process will cease once the lowest priced technically acceptable quote is selected.

i. The price evaluation will be based on the Offeror’s total quoted price for the required item in Table 2 above.

ii. Additionally, pricing will be evaluated for completeness and reasonableness. An Offeror whose price is determined to be incomplete or unreasonable will not be considered for award.

1. Completeness: The quote will be reviewed to determine the extent to which all price elements have been addressed. To be considered complete, the Offeror shall provide a quote for the requested item and structure the quote IAW paragraph 7 and Table 2 above.

2. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable IAW RFO Part 12.
