General Information
1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is
FA255024Q0041.
3. This RFQ does not obligate the Government to pay any costs incurred in the submission of any offer or in making necessary studies for the preparation thereof, not does it obligate the Government to procure or contract for said items.
4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number (FAC) 2024-06, 29 August 2024.
5. This procurement is a 100-percent Small Business (SB) set-aside.
6. The North American Industry Classification System (NAICS) code associated with this requirement is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Small Business Administration (SBA) Size Standard is 1,350 Employees. Product/Federal Service Code is 6665– Hazard-Detecting Instruments and Apparatus
7. Assumptions/Exceptions: The offeror shall state any assumptions and exceptions to the requirements and terms and conditions contained in the RFQ in their quote. Please note that any exceptions to the
Government's requirements may adversely affect the evaluation of the offeror's quote. There is no page limit for assumptions/exceptions.
8. Questions: Offerors must submit all questions concerning this solicitation in writing electronically to Linda Cummings, CO, at linda.cummings@spaceforce.mil and A1C Nodar Dundua, CS, at nodar.dundua.1@spaceforce.mil. Questions must be received on or before 10 September 2024, 2:00 PM MT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
9. The procuring CO has overall responsibility for administering the contract. The procuring CO shall perform all contract administration. The CO information is identified in the Point of Contact area above.
10. The Government intends to issue a firm fixed price contract to the responsible offeror whose lowest priced and technically acceptable quote that conforms to the solicitation. Only technically acceptable offers will be considered.

Instructions to Offerors FAR provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes submitted in response to this solicitation shall be submitted via email no later than 13 September 2024, 1:00 PM MT. In order to be considered for award, quotes shall be emailed to Linda Cummings and A1C Nodar Dundua at the emails listed above with the solicitation number in the subject line.
2. Quotes must be valid for 30 days from the response deadline.
3. This is a Firm Fixed Price (FFP) requirement. A FFP contract provides for a price that is not subject to any adjustment on the basis of the contractor's cost experience in performing the contract.
4. To be eligible for contract award, the vendor shall have an active System for Award Management (SAM) account. Failure to have an active SAM registration may result in the vendor being deemed ineligible for contract award. A completed copy of provision FAR 52.213-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, in SAM will be used with this offer and shall include the NAICS for this requirement.
5. Vendor shall provide Commercial and Government Entity (CAGE) Code, company name, address and telephone number, tax identification number, remit to address, if different than mailing address, points of contact name and email address.
6. Vendor shall provide their price quote using Attachment 1 CLIN Pricing Schedule and provide a price for each line item and a total price of all line items. The price quote shall reflect the requirements including model/part number/description and serial numbers of the equipment it applies, quantity, training, install, shipping, 12-month warranty after delivery, discount terms, and expected delivery date/lead time of the equipment.
7. Late quotes shall be processed in accordance with FAR 52.212-1(f) - Late submissions, modifications, revisions, and withdrawals of offers.
Evaluation Criteria
FAR provision 52.212-2 Evaluation - Commercial Products and Commercial Services applies to this acquisition and provides the basis for award. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
A. Basis for Contract Award
1. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer, conforming to the solicitation, will be most advantageous to the Government, considering the factors listed in this provision.
2. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
B. Evaluation Factors
1. The following factors will be used to evaluate quotes:
(a) Price
(b) Technical Acceptability
2. The evaluation method for this requirement will be Lowest Price Technically Acceptable
(LPTA).
3. Pricing: The Government will only evaluate prices submitted in accordance with the provided Price Schedule. During the evaluation process, the Contracting Officer will determine a Total Evaluated Price (TEP) for each responsive quote. The TEP is determined by totaling the amount of all Line Items identified in the Price Schedule document.
4. Technical Acceptability. The Government will review each quote to determine technical acceptability. Technical acceptability will be based on the understanding of the requirement, that the proposal covers all aspects of the requirement including model/part number/description and serial numbers of the equipment it applies, quantity, training, install, shipping, 12-month warranty after delivery, discount terms, and expected delivery date/lead time of the equipment.
5. A written notice of award electronically mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in FAR 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award.

5352.201-9101 Ombudsman (Oct 2019)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for USSF (United States Space Force) acquisitions (excluding SMC acquisitions) please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location - Space (AFICC/KS OL-SPC) via the following e-mail workflow address: afica.ks.wf@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
